About this file
This document is a Justification & Approval for Other Than Full and Open Competition (Sole Source Log Number 2026-05) for a simplified acquisition under $250,000. The procurement is for two new Polaris Ranger 1000 UTVs: one 3-passenger model to replace an aging 2007 Yamaha Rhino in Eagle, and one 6-passenger model for the Alaska Range Wildland Fire Module (WFM). The UTVs will be assigned to remote duty stations where existing road and trail conditions are rough or access by other means is limited, and will be used to transport passengers, cargo, and equipment to and from airstrips, remote camps, project sites, and fire incidents.
The justification for brand-name procurement (rather than full and open competition) centers on standardization and operational efficiency. The Polaris Ranger 1000 brand was selected to integrate with existing UTVs already in the organization's fleet, optimizing maintenance efficiency, operational consistency, and continuity. This standardization improves servicing and repair processes, minimizes downtime, and simplifies parts procurement. The document is marked as a "Brand Name only" determination, and the Contracting Officer certifies that the anticipated price will be determined fair and reasonable using price analysis techniques described in FAR Part 13.106-3(a).

JUSTIFICATION & APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION
for SIMPLIFIED ACQUISITIONS OVER $10,000 ($2,000/$2500 for Construction/Services) AND
UP TO $250,000
(See FAR 13.106-1)
AP&P 1443.06-01, Rev. 2 February 25, 2022
Sole Source Log Number: 2026-05
1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost): One Polaris 3 passenger UTV and one Polaris 6 Passenger UTV
Description: This is a purchase request for brand name equipment: two new Polaris Ranger 1000 UTVs (one 3-passenger, one 6-passenger). The 3-passenger model is to replace the 2007 Yamaha Rhino in Eagle, which has exceeded its useful and reliable lifecycle. The 6-passenger UTV is to be utilized in support of the Alaska Range Wildland Fire Module (WFM). These new machines will be assigned to remote duty stations, where the conditions of the existing roads and trails are rough or access by other means is limited. These UTVs transport passengers, cargo, and equipment to and from airstrips, around remote camps, project sites, and fire incidents.
2. Sole Source Justification rationale (Check one and explain below):
_____ Only one responsible source.
______ Urgent and compelling circumstances exist.
___X___ Other (BRAND NAME)
Explain: Other: To optimize maintenance efficiency, operational consistency, and continuity, two Polaris Ranger 1000 UTVs of identical make will be integrated with existing UTVs. This standardization improves servicing and repair processes, minimizes downtime, and simplifies parts procurement. The Polaris Ranger 1000 is specifically selected to meet both logistics requirements in Eagle and operational needs for fire utilization by the Alaska Range Wildland Fire Module (WFM).
UP TO $250,000
(See FAR 13.106-1)
AP&P 1443.06-01, Rev. 2 February 25, 2022
4. If this is a determination for sole source, the Contracting Officer certifies:
a. Only one source is available, or urgent and compelling circumstances exist.
b. The anticipated price will be determined fair and reasonable using the price analysis techniques described in FAR Part 13.106-3(a).
X This is a determination for Brand Name only.
