About this file
This is a Non-Competitive Memorandum for Simplified Acquisition Actions justifying a sole source acquisition under IAW FAR 13.101-3(b).
The Department of Justice, Bureau of Prisons at FCI Cumberland is seeking comprehensive medical, dental, and mental health services for the inmate population from September 1, 2026, through September 30, 2026. The estimated value of the requirement is $300,000.00. Services required include Inpatient/Outpatient Facility and Physician services, as well as Outpatient Institution Services provided by Dentists, Dieticians, Pharmacists, and Optometrists. The acquisition is being pursued as a sole source contract with American Correctional Healthcare, Inc. (ACH), the incumbent contractor.
The justification for sole source selection is based on ACH's established network of local medical facilities and physicians, continuity of care requirements, and the critical nature of uninterrupted healthcare delivery to ensure facility operations and inmate safety. The memorandum notes that while market research identified other vendors capable of providing comprehensive medical services, ACH is the only provider able to ensure seamless service delivery without lapse in performance. The contracting officer certifies that this approach is fair and reasonable and in the Government's best interest. The memorandum was digitally signed by Contracting Officer Brian Logsdon on August 14, 2026.
