About this file
This justification document supports a sole source award for preventative maintenance, repair, and emergency services at a US Coast Guard facility. The National Maritime Center in Charleston, West Virginia requires ongoing support for security gate and closed-circuit television systems installed by the incumbent contractor, SDSIS, in 2011 to meet an increased security level mandated by the Federal Protective Service. SDSIS uniquely provides proprietary software maintenance and emergency response for this existing equipment. While the government could procure new systems, integrating them with the fully functional current setup would be prohibitively costly. The sole source award valued at $83,084 will utilize SDSIS until the building lease is renewed, at which time the security responsibilities will transfer to the landlord and sole sourcing will no longer be necessary.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
SIMPLIFIED ACQUISITION PROCEDURES (SAP) FAR 13.106-1(b)
SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER DETERMINES THAT ONLY ONE SOURCE IS REASONABLY AVAILABLE. THIS DETERMINATION MUST BE SUPPORTED WITH FULL JUSTIFICATION FOR SOLE SOURCE FROM THE CUSTOMER. WHEN THE CUSTOMER DESCRIBES AN ITEM WITH A PURCHASE DESCRIPTION WHICH LIMITS THE AVAILABILITY TO ONE SOURCE, THE JUSTIFICATION MUST EXPLAIN WHY THE ITEM IS THE ONLY ONE THAT WILL MEET THE GOVERNMENT’S REQUIREMENT. STATEMENTS SUCH AS "ONLY KNOWN SOURCE" OR "ONLY SOURCE WHICH CAN MEET THE REQUIRED DELIVERY DATE" ARE INADEQUATE TO SUPPORT A SOLE SOURCE PURCHASE. Do not use marketing language in this document. Language such as “This company has made its mark,” “This company is recognized as industry’s best,” and “This company is the leader in…” is unacceptable.

FAR 8.405-6
BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED, AND THE INTENDED USE. In 2011, GSA and the Federal Protective Service (FPS) assessed the physical security vulnerability levels to the NMC Facility at 100 Forbes Drive due to new increases in the number of federal employees and a new throughway road was being constructed adjacent to the property. Consequently, the NMC was raised from a Level II facility to a Level III facility. A security gate installation and security monitoring were required. SDSIS provides the gate, equipment and software to meet this FPS requirement.
UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER
SUPPLIES OR SERVICES CAN BE USED.
SDSIS is the company that the Coast Guard initially contracted with to provide and install the current Security and CCTV systems located at the NMC. SDSIS services the existing system and trains NMC employees on the operation of the existing system, they are the only resource to maintain and upgrade existing proprietary equipment and software. To meet the Level III security level recently the NMC upgraded its gate and procured a security fence. Maintenance of existing equipment and software is required through Skyhop.
REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES.
The existing Security Gate requires a Preventative Maintenance Agreement with the vendor to provide essential updates to the program and troubleshoot discrepancies. The vendor is the only source to provide this support since the equipment and software is proprietary to the vendor, SDSIS. The challenge to find another vendor to integrate a new system and equipment with the existing fully functional and FPS compliant system would be cost prohibitive. Market research revealed that Skyhop is the only local vendor who can provide the emergency response requirements as well as the existing and upgraded equipment.
EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT BY FULL
AND OPEN COMPETITION HAS NOT BEEN DEVELOPED OR ARE NOT AVAILABLE.
The vendor is the only source to provide this support since the equipment and software is proprietary to the vendor, SDSIS. The government otherwise would have to purchase all new equipment with a different vendor and secure same services of a proprietary nature and this is not in the best interest of the government. The current equipment is fully functional and the current vendor exceeds expectations.
PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY
BARRIERS TO COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED.
The GSA NMC building lease is up for renewal, at that time the security equipment and systems will be turned over to GSA to manage. Sole source to one vendor will no longer be a requirement of the NMC.
