About this file

This is a Justification for Other Than Full and Open Competition document submitted by the U.S. General Services Administration (GSA) for a lease extension at the Internal Revenue Service (IRS) National Office.

The GSA seeks approval to extend the current lease for 29,702 rentable square feet (RSF) of office space at Lakewood Business Park Building IV, 2850 NE Independence Avenue, Lees Summit, Missouri (Lease Number LMO01005) for 24 months commencing December 1, 2025. The current lease expires November 30, 2025. The estimated extension cost is approximately per RSF for the 12-month firm term and per RSF for the 12-month non-firm term, with a total contract value of approximately $2,603,476. The justification invokes the sole source authority under 41 U.S.C. 3304(a)(1) and GSAR 570.405, citing documented organizational, financial, and other uncertainties that have caused delays in planning potential relocation to other federally controlled space. Market research conducted November 20, 2025, using CoStar data revealed rental rates in the Southeast Jackson County market ranging from $15.65 to $33.40 per RSF. The proposed extension rates are below the high end of the market range and deemed fair and reasonable. GSA determined that remaining at the current location avoids extended holdover, allows continued operations without disruption, and generates estimated cost savings of $2,603,476 compared to relocation expenses. The justification was signed by the GSA Lease Contracting Officer on February 18, 2026, with final approval granted on February 27, 2026.

Recent market research conducted using Costar data by the Lease Contracting Officer in LEES SUMMIT, MO located in Southeast Jackson County revealed the fully serviced rent rate within the market area ranged from a low of $15.65 to a high $33.40 per RSF.
