About this file
This is a Memo to File documenting the justification for a lease extension without competition under the Simplified Lease Acquisition Threshold (SLAT).
Lease number LAZ01795 expired on July 27, 2026, and requires a 60-month extension as outlined in the Acquisition Plan. The estimated net annual rent falls within SLAT parameters, allowing the extension to proceed without full and open competition. The contracting officer, Frank Whiting, approved the extension based on GSAR 570.405. The primary justification is cost-based rationale: lease extensions are short-term contracting actions necessary to protect the government's occupancy rights when the agency cannot vacate by the lease expiration date. Extensions avoid costs associated with holdover tenancies and eliminate the need for relocation expenses that would be difficult to recover through competitive solicitation of a separate short-term lease. The specific circumstance selected is that the government encounters unexpected delays outside its control in acquiring replacement space. While a mission-based rationale option was available, it was not selected for this extension.

The government encounters unexpected delays outside of its control in acquiring replacement space

The agency occupying the space has encountered delays in planning for a potential relocation to other federally controlled space due to documented organizational, financial, or other uncertainties
This extension for a lease below the simplified lease acquisition threshold is necessary as:
Cost based rationale
Lease extensions represent short-term contracting actions which are necessary to protect the occupancy rights of the government when the government cannot vacate the premises by the expiration of the existing contract term.
Extensions avoid the costs associated with holdover tenancies. Additionally, the government cannot reasonably expect to recover the costs associated with relocation of the tenant agency through full and open competition of a separate short-term lease to cover the term of this extension.
Mission based rationale
