About this file

This is a Justification and Approval (J&A) document for a sole source contract award by the Department of Veterans Affairs.

The Department of Veterans Affairs, Veterans Integrated Service Network (VISN) 22, on behalf of VA Long Beach Healthcare System (VALBHCS), is awarding a sole source, firm-fixed-price contract for Shuttle and Valet services to Marquis Solutions, LLC, an SBA-certified Service-Disabled Veteran-Owned Small Business (SDVOSB). The contract is valued at $448,295.00 with a performance period of July 15, 2026, through September 30, 2026 (2.5 months). The services include continuous shuttle operations throughout the VALBHCS campus and associated parking areas using buses and carts, as well as full valet parking services to support veterans with mobility challenges, chronic conditions, or disabilities. The award is being conducted under VAAR 819.7008 and is authorized by 41 USC §3304(a)(5) and 38 U.S. Code § 8127(c). This bridge contract is necessary to maintain ongoing transportation support while a new, competitively-solicited base plus four option year contract (RFQ 36C26226Q0512) is being developed for award in or around September 2026. Market research confirmed adequate SDVOSB competition exists for these services. The Contracting Officer determined the anticipated cost is fair and reasonable based on proposed rates, historical pricing, Independent Government Cost Estimates, and prevailing market rates. An award notice will be posted as soon as possible after contract award.

DEPARTMENT OF VETERANS AFFAIRS

Justification and Approval (J&A) For

Other Than Full and Open Competition

Acquisition Plan Action ID: 36C262-26-AP-5258

1. Contracting Activity: Department of Veterans Affairs (VA), Veterans Integrated Service Network

(VISN) 22, on behalf of VA Long Beach Healthcare System (VALBHCS). Purchase Request Number: 600-26-4-5669-0723

2. Nature and/or Description of the Action Being Approved: This procurement is for Shuttle and

This requirement will be awarded as a Firm-Fixed-Price (FFP) contract.

3. Description of Supplies/Services Required to Meet the Agency’s Needs: Shuttle and Valet services help Veterans safely access the medical center and minimize barriers to care. This is especially important for veterans with mobility challenges, chronic conditions, or disabilities.
