About this file
This document is a Sole Source Justification template for a Department of Veterans Affairs emergency laundry services contract. The Mann-Grandstaff VA Medical Center in Spokane, WA requires external laundry services due to its internal laundry facility being non-operational from water leaks. The Kalispel Indian Community of the Kalispel Reservation has been verbally authorized to provide emergency laundry services from 1/12/2026 to 6/11/2026, with an estimated daily pickup of 4,000 lbs of Customer Owned Goods (COG) linen, to be collected and delivered on Monday, Wednesday, and Friday. The procurement is being processed under FAR 13.5 Simplified Procedures for Certain Commercial Items, with justification based on "Unusual and Compelling Urgency" after limited market research revealed this vendor as the only source capable of quickly mobilizing and providing hospital-grade laundry cleaning processes at a competitive rate.
