About this file
This document is a Single Source Determination Using Simplified Acquisition Procedures (SAP) for a requirement not exceeding the Simplified Acquisition Threshold. The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) Acquisition and Grants Office intends to award a single source, firm fixed price contract to Carl Zeiss Microscopy, LLC to purchase a new camera, computer, and upgraded software license for a Zeiss microscope. The existing microscope system requires updates, as the current computer is unreliable, the imaging software needs to be updated, and the camera's graphics card is no longer supported. The estimated value of the requirement is approximately . The agency determined that Carl Zeiss Microscopy is the sole manufacturer and supplier of the required camera and compatible software, and a competing system would cost at least . Interested parties must submit capability statements demonstrating their ability to meet the requirement by June 18, 2024.

SINGLE SOURCE DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP)
FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD
(AUTHORITY: FAR 13.106-1(b)(1))
1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants Office (AGO), Fisheries OMB Field Delegates, Ecosystem & Aquaculture Division, and National Marine Fisheries Service Milford, CT.
2. Description of supplies or services required to meet agency needs (including the estimated value). The existing inverted Zeiss microscope used in the Milford lab in the Northeast Fisheries Science Center (NEFSC) needs updating. The existing computer is unreliable and unable to process images created with the microscope, and the imaging software needs to be updated and supported by current Windows versions. The camera will also need to be updated, as the graphics card for the existing camera is no longer supported. The computer, camera, and installation software will cost . When purchased new in 2012, the total microscope system cost the science center .
3. Identification of the single source or the brand name to be solicited.
Carl Zeiss Microscopy, LLC One North Broadway White Plains, NY 10601 Attn: Swati Arora-267-271-9839
4. Supporting rationale. Only one source or brand name is reasonably available, as detailed below:
Only one source capable and compatible to existing systems or equipment - Carl Zeiss Microscopy is the sole manufacturer and supplier of the Axiocam 807 camera and the only supplier of Zeiss ZEN software and software modules compatible with operating the camera.
The required supplies must be compatible in all aspects (form, fit, and function) with existing systems or equipment, and the source is uniquely qualified to meet the requirement. The existing Zeiss inverted microscope (AxioObserver) requires a specific type of camera (AxioCam) that is only made and supported by Zeiss. The microscope also needs to communicate with the computer through Zeiss-licensed software (ZEN), and the camera requires a specific graphics card and port to be installed on a desktop computer, which the IT department no longer supplies.
5. Market Research.
A quote provided by Zeiss has the Axiocam 807 color priced at . One third-party distributor (Appleton Woods, LTD) was found to sell this camera for ; however, they do not offer the upgraded software. The ZEN software license is owned by Zeiss and not available from any distributor ( ). For a new microscope system to replace the existing Zeiss AxioObserver system, a similar setup from a competing brand, Leica, would cost at least (Inverted DMi8 with motorized focus and scanning stage with no other specializations, from VWR).
6. Technical/Requirements Representative Certification
I certify that this requirement constitutes the Government’s minimum needs and that the supporting data provided herein is accurate and complete to the best of my knowledge and belief.
