About this file
This document is a justification and approval for other than full and open competition for a simplified acquisition over the micro-purchase threshold. The National Park Service Midwest Region requires ferry service to provide passenger and vehicle transportation from mainland Ohio to South Bass Island, Ohio in Lake Erie, including freight delivery to and from the island. Miller Boat Line, Inc. is the only ferry service capable of transporting passengers, vehicles up to 35 feet, and cargo between Catawba Island, Ohio and South Bass Island, making it the sole responsible source. Air transportation is available but only for passengers and carry-on luggage at higher costs. A five-year blanket purchase agreement with Miller Boat Line, Inc. for a total value of $125,000 not to exceed $25,000 per year is needed to meet the park's needs. The related solicitation is for said ferry service from August 26, 2023 to July 31, 2028 under Solicitation Number 140P6423Q0081 by the Department of the Interior National Park Service Midwest Region.

JUSTIFICATION & APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION
for SIMPLIFIED ACQUISITIONS OVER THE MICROPURCHASE THRESHOLD (See FAR
Part 2) UP TO SAT (See FAR 13.106-1)
Date: ___ August 18, 2023 ___ _
PR Number: ___ 40636853 ____ _
1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):
PEVI requires service that will provide passenger and vehicle transportation from the mainland of Ohio to South Bass Island, Ohio in Lake Erie. In addition, the service must include the delivery of freight to and from South Bass Island. South Bass Island and the Village of Put-in-Bay, Ohio is located in Lake Erie, approximately three miles off of the mainland coast of Ohio. A five-year BP A with a total value of $125,000 (not to exceed $25,000 per year) is needed to meet the parks needs.
2. Sole Source Justification rationale (Check one and explain below):
_X_ Only one responsible source.
___ Urgent and compelling circumstances exist. Include critical delivery or performance dates, and when you became aware of the requirement. Provide a specific statement of the impact on Government operations, financial or otherwise, if the required delivery or performance dates are not met.
Other
Explain:
Currently, Miller Boat Line, Inc is the only passenger, vehicle, and freight ferry transportation between Catawba Island on the Ohio Mainland and South Bass Island, Ohio. The only other method of reaching the Park is via plane which is estimated to be a $90 round-trip ticket. Ferry service is essential for conducting the day-to-day operation of the park. All prices are regulated by the state of Ohio and a standard price list for each type of passenger/trip will be incorporated into the contractual vehicle.
3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest:
Miller Boat Line, Inc. is the only service that offers passenger, vehicle and freight ferry transportation between Catawba Island on the Ohio Mainland and South Bass Island, Ohio. Island Air Taxi and Griffin offer air transportation, but this is for passengers & carry on luggage only with fares of $40 and $46.75 respectively for a one way trip. They are unable to move heavy cargo or vehicles. Jet Express is a ferry service, but they only offer passenger service & carry on luggage service. Their one way trips cost $23 from Port Clinton. Miller Boat Line, Inc offers one way passenger fares for $9. Additionally, they can also accommodate passenger vehicles and trucks up to 35'. Miller Ferry is cheaper than the other services and is the only vendor capable of transporting vehicles, trucks and cargo which is essential for park conducting the day-today operation of the park.
