About this file
This is a Justification and Approval for Other Than Full and Open Competition for a simplified acquisition under $150,000. The document, dated December 12, 2025, justifies a sole source procurement for Inclinator Elevator proprietary replacement parts and installation labor to repair the elevator at the William Howard Taft National Historic Site. The anticipated cost is $7,131.00 for parts and labor to install failed components. The procurement is justified on two grounds: only one responsible source is available, and urgent and compelling circumstances exist.
The justification explains that the Inclinator Elevator Company manufactures proprietary equipment not accessible to other elevator repair agencies, making Inclinator the sole authorized service provider in the Southwest Ohio region. Busch Brothers Elevator Co. is identified as the only authorized local service company. The elevator is critical infrastructure, as it is the only means for non-ambulatory visitors to access the upper stories of the William Howard Taft House. Without the elevator in operation, disabled visitors cannot view the historic features and presidential artifacts, creating operational challenges for park staff and generating complaints regarding limited accessibility. Market research was conducted over a one-year period by the Contracting Officer Representative David M. Martin and Joseph Chadwell using internet research, previous product experience, and direct communication with the elevator manufacturer. The contracting officer, Colette Riegelmayer, signed the justification on December 18, 2025, certifying that fair and reasonable pricing will be determined using price analysis techniques per FAR Part 13.106-3(a). The PR Number is 44034321.

JUSTIFICATION & APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION
FOR SIMPLIFIED ACQUISITIONS OVER $3,500 ($2,000/$2500 for Construction/Services)
AND UP TO $150,000
(See FAR 13.106-1)
Date: 12 December 2025
PR Number:44034321
1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):
a. Inclinator Elevator, proprietary Inclinator replacement parts for the operational repair to the
William Howard Taft House Elevator.
b. Anticipated cost is $7131.00 for parts and labor to install failed components.
2. Sole Source Justification rationale (Check one and explain below):
X Only One Responsible Source.
X Urgent and compelling circumstances exist. Include critical delivery or performance dates, and when you became aware of the requirement. Provide a specific statement of the impact on
Government operations, financial or otherwise, if the required delivery or performance dates are not met.
Other:
Explain:
The Inclinator elevator installed in the William Howard Taft National Historic Site, unfortunately the
Inclinator Elevator Company has proprietary equipment not accessible to other elevator repair agencies.
This makes Inclinator a restricted source supplier. This elevator is the ONLY means for non-ambulatory individuals to access the upper stories of the William Howard Taft House. Without this elevator in service, they have not been able to see the historic features of his childhood home. They have not been able to experience the major life’s accomplishments of President Taft and view his awards and the gifts presented to him and his family by world leaders. This has created a difficult challenge for Park staff to narrate and showcase the importance of the house and some of its key features. Also there have been numerous complaints filed with the park and possibly region on limited access to the house. The repair of this elevator will allow all visitors to once again to experience the accomplishments and Life’s awards and gifts of President and Justice Taft.
3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest:
Research of the product was conducted by the COR David M Martin and Joseph Chadwell using internet and previous experience with the product over a 1-year period. Additional research was conducted with a recent phone conversation with a representative of the elevator manufacture
Inclinator. This local service office, Busch Brothers Elevator Co., is the only service company that covers the commercially installed elevators in the South west Ohio region. There are other companies in the Greater Cincinnati area but none of them are authorized to service the proprietary equipment of the Inclinator Elevator company.
Past discussions with the National Park Service Preservation folks had indicated this was a superior product to use in historical buildings.
