JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION for SIMPLIFIED ACQUISITIONS OVER $3,000 ($2,000/$2500 Construction Services AND UP TO $150,000 (See FAR 13.106-1)

1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):

The National Park Service (NPS) requires a sole source contract for archaeological investigations. The work is a logical follow on to previous contract for archeological investigations that includes background research, fieldwork and artifacts cataloging, geomorphological assessment, and report preparation

Explain:

Professor Veit, Research Archeologist with Monmouth University, has intimate knowledge of the site specific to the ongoing research that will provide the park with the data that is essential to complete the project.

The proposed work for archeological investigation at the Cove House Site is associated with previous archeological work performed by Monmouth University at the same site in 2018. This work included collection at the site, as well as a summary of findings and recommendations for additional archeological research. The continued archeological investigations at the Cove House are meant as an extension of the previous work already completed.

Professor Veit has compiled field notes and possesses unique knowledge of the resources. He completed the necessary background research, developing an acceptable archeological methodological approach to the work, and conducted the archeological field work which is critical to complete the work under the current requirement.

There is an extra added component for a geomorphological assessment of the site. This requirement was requested by the New Jersey State Historic Preservation Office during consultation. Monmouth College will likely be able to utilize the Urban Coast Institute (a program within the university) to complete this required assessment

Without the previous work, having a new contractor at the site would mean significantly beginning the project over again;

3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received, or anyone expressed interest: Market Research was conducted on GSA Advantage.

Although there are contractors with similar experience, they do not possess the current intimate knowledge, research and finding that are critical to continue work at the site.

4. If this is a determination for sole source, the Contracting Officer certifies:

a. Only one source is available, or urgent and compelling circumstances exist.

b. The anticipated price will be determined fair and reasonable using the price analysis techniques described in FAR Part 13.106-3(a).
