JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION IN ACCORDANCE WITH (STATE
AUTHORITY 41 U.S.C. 3304(a)(1)

1. Identification of the agency and contracting activity.
The U.S. Department of Justice (DOJ), Federal Bureau of Investigation (FBI), National Acquisition Programs Unit (NAPU), has prepared this justification for other than full and open competition to acquire Panasonic WV-S6131 surveillance cameras on behalf of the Video Surveillance Unit (VSU), Operational Technology Division (OTD).
2. The nature and/or description of the action being approved, i.e., sole source, limited competition, establishment of a new source, etc.
The proposed action is to acquire Panasonic brand name WV-S6131 surveillance cameras.
This procurement will be advertised on the beta.SAM.gov website as a brand name only, open market, requirement. Authorized resellers of the Panasonic product will be encouraged to submit a competitive quotation. The resultant contract is intended to be awarded as a one-time, firm-fixed price, purchase order.
3. A description of the supplies or services required to meet the agency’s needs.
The VSU requires the purchase of twenty-five (25) Panasonic WV-S6131 surveillance cameras. The Panasonic WV-S1631 is an IP based networkable security/surveillance camera. The requested product is the Panasonic WV-S6131 IP pan, tilt, and zoom security cameras.
Required specifications include:
• FIPS 140-2 Level 1 compliant
• 144db Dynamic Range
• Powered via DC 12 V or PoE (IEEE802.3af) DC 48 V

• Operating temperature 14 °F to 122 °F
• Maximum Dimensions of 185 mm Diameter × 214 mm Height
• H.264 and H.265 Video codecs
• Motorized lens with range from 4.25mm to 170mm for 40x Optical zoom capability 60x with HD Extra Optical Zoom
• Resolution 1920×1080
• Minimum Illumination Color : 0.001 lux and BW : 0.0004 lux
• Smart Facial Coding
4. The statutory authority permitting other than full and open competition.
The statutory authority permitting other than full and open competition is 41 U.S.C.3304 (c)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” – Application for Brand Name.
5. Demonstrate the unique qualifications of the proposed contractor or the nature of the action requiring the use of the authority.
Specific characteristics of the Panasonic WV-S6131 that limit the availability to a brand name product is the size, video streaming codecs, lens, video management system compatibility, as well as onboard video analytics. Only this suggested source can furnish the requirements, to the exclusion of other sources, because the Panasonic WV-S6131 is part of the I-Pro Extreme series of Panasonic cameras that provide advanced video capabilities and video analytics. These capabilities include Intelligent Video Motion Detection (i-VMD), Variable Image Quality on Specified area (VIQS), and Enhanced Super Dynamic Range (ESDR). These features improve video quality and provide additional information about the scene in the camera field of view while reducing network bandwidth utilization.
VSU has many camera enclosures designed around the WV-S6131 size and power requirements.
It is a long-range capability solution with a distance vision of high power 40x zoom lens with a sharp and clear image of fast-moving objects with intelligent Auto. Outstanding low light performance in true color with low noise for nighttime applications 0.001 to 0.015 lx BW: .0004
lx. The WV-S6131 meets size requirements of 185mm max base circumference and 214mm max height and utilizes H.256 video codec which allows the camera to be installed in current video surveillance enclosures. The H.265 codec allows the IP video stream from the camera to be configured for the most efficient use of available network bandwidth. This is imperative due to the restricted bandwidth available from the most widely accessible video egress method which is cellular data plans.
The Panasonic WV-S6131 includes a motorized varifocal lens with a 4.25mm minimum and 170mm maximum. This lens requirement allows the operator to obtain both long distance and a wide camera view as well as sufficient ability to zoom in to capture more detail in its environment.
While other Panasonic cameras meet the size requirements for video surveillance enclosures none
DJF-21-1800-PR-0002234 Version 2.2 Page 3 of 4 have the required specific features listed above except the WV-S6131. No other source can furnish these requirements in one product.
6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies.
This requirement will be posted on the beta.SAM.gov website, as a brand name only, open market requirement. This announcement will give an opportunity for authorized resellers of Panasonic brand products to demonstrate their ability to meet the FBI’s specific needs through a submission their technical capabilities and cost information.
7. The anticipated dollar value of the proposed acquisition, including options if applicable, and a determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The anticipated dollar value of this award shall not exceed $XX,XXX.XX. Prior to issuing an award, the Contracting Officer will determine that the proposed price is fair and reasonable in accordance with FAR 13.106-3.
8. A description of the market research conducted and the results.
Significant market research was conducted identifying potential vendors to meet the requirements of the VSU. Efforts conducted by the VSU include requesting information from sources identified within the industry, and previous experience with the product. Market research indicated that other company’s similar products, or products lacking the specific characteristics of the Panasonic WV- S6131 do not meet or cannot be modified to meet the agency’s needs. The material or service must be compatible in all aspects (form, firm, and function) with existing systems presently installed.
The current equipment is the Panasonic WV-S6131, and the new item/service must coordinate, connect, or interface with the existing system by fitting into the current video surveillance enclosures and interface with the current Video Management System.
9. Any other facts supporting the use of other than full and open competition.

10. A listing of any sources that expressed a written interest in the acquisition.

This announcement will give an opportunity for authorized resellers of Panasonic products to demonstrate their ability to meet the FBI’s specific needs through a submission their technical capabilities and cost information.
11. A statement of any actions the agency may take to remove or overcome any barriers to competition, if subsequent acquisitions are anticipated.

The actions of the VSU to identify potential sources possessing the ability to satisfy this and similar requirements are ongoing. The FBI will continually search the market in an effort to find viable competitors for this requirement in the future. Over time, additional sources may become available and identifiable through market surveys, trade shows, magazine articles, or other means. The ability to predict this possibility is difficult. Therefore, the barriers to competition they impose are impossible to avoid.
