41 U.S.C. 253(c) and 10 U.S.C. 2304(c)

X FAR 6.302-1 Only one responsible sources and no other supplies or services will satisfy agency requirements;
FAR 6.302-2 Unusual and Compelling Urgency;
FAR6.302-3 Industrial Mobilization; Engineering, Development, or Research

1. Identification of the Agency and the Contracting Activity
This requirement is in support of the General Services Administration (GSA), Public Buildings
Services (PBS), PB ITS, 1800 F Street, NW Washington, D.C. 20005.
2. Nature and/or description of the action being approved
Pursuant to the authority of the Competition In Contracting Act (CICA) as implemented by Federal
Acquisition Regulation (FAR) Subpart 6.302 and GSA Acquisition Manual (GSAM) 506.3 for justifying other than full and open competition, the GSA intends to award a contract to Stanford
University.

This membership will allow Facilitated Recruiting of Graduate Students, Summer Program (6 Tuition-free days), Discounted Rates for CIFE Conferences, Discounted Group Rate for VDC Certificate Program, Web Site Access (Password-Protected Sections), Member Bulletin, Technical Reports, Membership on
Technical Committees (TAC) for up to 3 people, and Membership on the Industry Advisory Board
(IAB) for one person.
Although the use of mini-internships and a visit from a faculty or staff member is available at this level of membership, this agreement specifically excludes the use of mini-internships and a visit from a faculty member. However, the overall benefits of the CIFE membership still warrant membership at the "Member" level.
The membership plan is at a cost of $35,000 for the base year and $35,000 for each of the subsequent option years, for a total contract value of $105,000:
$35,000 for Base year: 9/30/2021 – 9/29/2022
$35,000 for Option Year 1: 9/30/2022 – 9/29/2023
$35,000 for Option Year 2: 9/30/2023 – 9/29/2024
4. An identification of the statutory authority permitting other than full and open competition
In accordance with 41 U.S.C. 253(c) and/or 10 U.S.C. 2304(c), GSA has determined that the procurement requires a sole source in order to satisfy the Agency’s need. Specifically, the basis for other than full and open competition is that GSA in accordance with FAR 6.302- Only one responsible source and no other supplies or services will satisfy agency requirements.
5. A demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited
Stanford University’s Center for Integrated Facility Engineering (CIFE) is an academic research center and all rights and privileges associated with the membership shall belong to the General
Services Administration (GSA) and not individual employees. All GSA employees chosen as representatives under the member-level membership will have the right to participate in the GSA member-level membership, including the use of prototype software, online training, publications, discounted rates to membership events, and participation in advisory groups.
6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable. Including whether a notice was or will be publicized as required by Subpart
5.2 and, if not, which exception under 5.202 applies
This is a membership to a group within Stanford University. We can only buy this membership from
Stanford University and therefore no other Offerors are practical to solicit for this need. Notice of the intent of award will be published via FBO and the JOFOC will be attached.
7. A determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable
The IGE costs of $35,000 represents a fair and reasonable value to the government based on market research, historical procurement data, and/or specific industry knowledge by the technical representative. The total contract value for the base year and two subsequent option year is
$105,000.00

11. A statement of actions, if any, that agency may take to remove or overcome any barriers to competition before any subsequent for the supplies or services required
