About this file

The shared document is a Small Business Participation Commitment Document (SBPCD), a federal contract compliance form that requires offerors to detail their commitment to using U.S. small businesses in contract performance. The document mandates that all offerors (both small and large businesses) provide documentation demonstrating their annual small business participation, with a minimum required participation of 3% of the total contract dollar value.

The form requires offerors to specify their prime contractor size (small or large business), provide details on their proposed small business participation across various socioeconomic categories (such as Small Disadvantaged Business, Veteran-Owned Small Business, Women-Owned Small Business), and list specific small business participants including their company names, business categories, products/services, NAICS codes, and the nature of their commitment. The document is designed to be incorporated into resulting contracts as a binding and enforceable requirement, with any changes to small business participants requiring pre-approval from the Contracting Officer.
