STATEMENT OF WORK

Spectrometer Exhaust Duct Installation

Building 8691

SECTION 1: PROJECT INFORMATION

1.1 PROJECT LOCATION: Project , shall be completed as a mission change requirement at building 8691 Arctic Warrior Drive, 1st floor room 113 on Joint Base Elmendorf- Richardson, AK. Project hours are standard work hours.

1.2 COVID Base Access Information: When work under this contract requires unescorted entry to controlled or restricted areas, the contractor shall comply with AFI 31-101, Integrated Defense, and DODMAN5200.02_AFMAN 16-1405, Air Force Personnel Security Program. Contractors requiring access to any area on Joint Base Elmendorf- Richardson (JBER) shall comply with installation, state, and local COVID-19 policies and mandates and respect any guidelines or restrictions imposed by local businesses. These policies and mandates frequently change. Contractors shall comply with the above-referenced documents] citing the appropriate paragraphs as applicable.

1.3 GENERAL PARAMETERS

1.3.1. PROJECT WORK: Located in building 8691 room 113 provide installation of 5 ea. 4" 26 gage, Flexible exhaust ducting with offsets and exterior wall hood. Each vent is to run from exhaust collar of Spectrometer through the ceiling tile and directly to the exterior of the building. Roughly 15-20 not to exceed 25 feet in length per individual Spectrometer vent.

1.4 UNIQUE REQUIREMENT: Project is to be implemented while accommodating user needs of the facility. All contractor personnel shall be U.S. Citizens. The introduction of non-U.S. Citizens into this work area is strictly prohibited and shall be grounds to terminate the contract at no-fault to the Government. The introduction of cell phones or other electronic or recording devices, including cameras, into the work area is prohibited. Contractor shall request approval of any downtime/outages a minimum of 10 work days in advance. Of particular importance is the necessity to protect users and occupants of the facility from falling debris and life safety issues. Contractor staging areas must be secured against theft and in a manor to prevent the introduction of unauthorized electronic devices affixed/embedded to any contractor installed materials. Contractor staging areas will be identified and approved by the 3WG/CVN, Fire Department, and 673 CES/CENMP. Safety areas and caution notices are to be provided by the Contractor.

1.5 PROJECT DURATION: Contractor shall have 30 days to complete the project from the Notice to Proceed date.

SECTION 2: GENERAL REQUIREMENTS

2.1 PROJECT WORKING HOURS: Project hours are standard work hours.

2.2 QUALITY CONTROL:

A. The Contractor shall provide full-time onsite supervision.

B. All demolished materials shall be disposed of according to State & Federal regulations.

2.3 CODE/CRITERIA REQUIREMENTS: In addition to any codes, criteria, or regulations cited throughout this Statement of Work (SOW) and/or the attached Specifications.

Contractor must comply with the requirements below. If the codes, criteria, or regulations contradict each other regarding a specific requirement, the Contractor is to use the most stringent requirement.

A. UFC 1-200-01 DoD Building Code (General Building Requirements)

2.4 WORKMANSHIP: All work shall be accomplished in accordance with all applicable building and fire codes. Contractor shall field verify all measurements, quantities, or values stated by the Government. Liquidated damages shall be assessed for work that is not finished within the scheduled performance period.

2.5 WORKSITE: The Contractor shall limit the work to the areas indicated by the Government. The Contractor shall make every effort not to disturb or obstruct portions of the facilities still occupied by the Government. The Contractor shall coordinate and schedule work with the 673 CES/CENMP office prior to the start of any operation.

The Contractor shall dispose of all construction debris off base at an approved disposal facility. The main entry to the facility shall be maintained at all times during the construction project. Contractor is to maintain vigilance for life safety of facility users entering and leaving the facility by posting signs and barriers for safety.

2.6 SITE SECURITY AND PROTECTION: The Contractor shall make every effort to secure the work site, allowing only authorized personnel to enter the work site. The Contractor shall protect the site from damage from weather, vandalism, and/or theft.

2.7 DAMAGE TO EXISTING SITE CONDITIONS: The Contractor shall be responsible for repairing any and all damage incurred to existing Real Property/Grounds due to poor workmanship at no cost to the Government. Contractor shall not park or drive on sidewalk or grassy/snowy areas. Damage incurred shall be repaired at no cost to the Government.

2.8 HEALTH/SAFETY: The Contractor shall be responsible for compliance with OSHA and Alaska Department of Labor (AKOSH) standards. The Contractor shall maintain a clean and debris free site at all times. The Contractor shall keep driveways and entrances into and around the work site clear at all times. The Contractor shall not use driveways or entrances as employee parking or storage of materials unless otherwise stated.

The Contractor shall minimize storage of materials and equipment on site.

2.9 GREEN PROCUREMENT: Contractor must incorporate “green procurement” principles into the design of their projects. Specifically, consult the EPA’s web site at www.epa.gov/greenerproducts for a listing of the products that have been mandated as green procurement requirements for purchases.

2.10 PROJECT STATUS UPDATE / WORK SCHEDULING MEETINGS: At the request of the Contracting Officer, project status/scheduled meetings may be held at a mutually agreed upon day, time and location on JBER.

2.11 WASTE MANAGEMENT: Provide suitably sized dumpster, rubbish handling and removal services to ensure that all waste is contained and not subject to dispersal.

Provide containers that can be closed, locked, and sealed from unauthorized use and bear/wildlife access. All hazardous waste (HW) generated by the Contractor on Joint Base Elmendorf- Richardson (JBER) will be managed by the Contractor in accordance with federal regulation applicable to large quantity generators (LQGs) of HW.

All universal waste (UW) handled by the Contractor on JBER will be managed by the Contractor in accordance with federal regulation applicable to large quantity handlers (LQHs) of UW. All hazardous waste will be managed in accordance with Environmental Specifications Section 1600 Management of Hazardous Waste.

2.12 TOXICS: Manage and dispose of contaminated waste: (a) PCB in accordance with

CFR 761, (b) asbestos in accordance with 40 CFR 61, (c) lead in accordance with 40

CFR 745.

2.13 STAGING/MATERIAL STORAGE: Reference open market construction contract general specifications and contract provisions. The Contractor shall not block roads or access lanes, utilize parking lots, building entrances, or any area needed for potential utility servicing during the execution of this project.

2.14 HAZARDOUS MATERIAL USAGE: Reference Environmental Specification Section

2.15 EXISTING CONDITIONS: Facility is currently occupied and shall remain functional during the course of this contract, area where work is being performed will be occupied.
