Justification for Single Source IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C246-22-AP-5234
1. Contracting Activity: Department of Veterans Affairs, VISN 06, Salem VA Medical Center, 1970 Roanoke Blvd Salem VA 24153. Purchase Request Number: 658-22-3-537-0983
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Salem VAMC OR/Surgery Department have a requirement to procure the Brand Name AURORA LASER for delivery and installation. The Aurora Laser is designed specifically for healthcare professional use for laparoscopic procedures, skin lesions/ warts, ENT.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Aurora Laser is designed specifically for healthcare professional use for laparoscopic procedures, skin lesions/ warts, ENT OR/Surgery Department. The medical staff at Salem VAMC currently uses the Aurora laser equipment. The Aurora Ultra MD30 Dual Laser System is an upgraded version will allow medical staff to provide continuous care, maintain consistence for surgery, and add to their current supplies.
4. Description of market research conducted and results or statement why it was not conducted:
Market research was limited due to the brand-name only status of this requirement. A source sought Notice was posted to contracting opportunities from 7/21/22 thru 7/27/22; no response received. The Contract Specialist researched all required sources and deemed that the items are available from the OEM. The CO intends to pursue this requirement as a Sole Source award IAW FAR Part 13.106-1(b).
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
