About this file

This document is an Amended Justification and Approval (J&A) for a sole source contract with the University of Virginia Darden School Foundation for the Insights into Industry Management Course. The Defense Contract Management Agency (DCMA) will award a firm-fixed price contract valued at $3,135,548.16 for a course designed to educate senior personnel including Program Executive Officers, Program Managers, and Contracting Officers about the defense industry's dynamics. The contract will cover a one-year base period from April 2025 to April 2026, with four additional one-year option periods extending through April 2030.

The sole source justification highlights UVA Darden's unique capabilities, including a 52-year history of developing DoD training programs and a tailored curriculum specifically addressing DCMA leadership needs. Market research was conducted, including a SAM.gov synopsis and technical capability statement solicitation, which resulted in no alternative vendors capable of providing a comparable customized program. The course aims to enhance the Acquisition Workforce's knowledge, improve contract oversight, and ultimately support more effective delivery of critical capabilities to military operations.
