About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for a sole source procurement of an 18-inch arbor saw for the National Park Service's Historical Preservation Training Center (HPTC). The HPTC has a requirement for an 18-inch arbor saw to support its wood workshop operations, which involves the replication of historically accurate construction materials and products. Market research indicates Northfield is the only manufacturer that can provide an arbor saw with an 18-inch blade capacity to meet the HPTC's unique requirements. The anticipated cost of the procurement is $31,500. The contracting officer has certified that Northfield is the only available source and that the price will be determined fair and reasonable. This J&A supports a pre-solicitation notice for a sole source contract to Northfield for a Model 4 arbor saw. The notice provides an opportunity for any capable offerors to respond by August 22, 2024.

JUSTIFICATION & APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION
for SIMPLIFIED ACQUISITIONS OVER THE MICROPURCHASE THRESHOLD (See FAR
Part 2) UP TO SAT (See FAR 13.106-1)
Date: 7/15/2024 PR Number: 40660434
1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):
Anticipated Cost: $31,500 Description: Please see attached Statement of Work.
2. Sole Source Justification rationale (Check one and explain below):
___X___ Only one responsible source.
______ Urgent and compelling circumstances exist. Include critical delivery or performance dates, and when you became aware of the requirement. Provide a specific statement of the impact on Government operations, financial or otherwise, if the required delivery or performance dates are not met.
______ Other _____________________________________________________
Explain: The wood workshop for the Historical Preservation Training Center (HPTC) has a requirement for a replacement arbor saw. Under normal circumstances an arbor saw is a very common, commercially (and retail) available item, that many manufacturers and suppliers provide. However, HPTC has a unique requirement in needing an 18” blade to perform their duties, which is not as readily available, and only one source has been found to provide an arbor saw that can house an 18” blade. That source is a large business – Northfield.
An 18” blade is required for the HPTC wood workshop, as the materials used to replicate historically accurate construction materials/products are often outside of the industrial standards used for modern construction material. The sawing/resawing of large timber used in historical construction, joinery, and framing requires a larger than standard sawing blade.
3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest:
The NAICS 333243 is not on the current Nonmanufacturer Rule class waiver list posted by the SBA.
Market research was conducted in March and April of 2024 using keyword searches, Sam.gov, and calling potential vendors to determine if they were registered in Sam and have the ability to provide a 18” saw. No sources were found on the Federal Supply Schedule, SAM, nor through open market searches that could provide an Arbor saw with an 18” Blade capacity.
On May 14 an email was sent to three large industrial arbor saw suppliers (Northfield, Grizzly, and Wurthbaer), requesting information on any small business distributors, vendors, or partnerships the companies may have. All Two companies stated they did not have any small business distributors/partners, and one was non-responsive.
A sources sought was posted on SAM.gov on June 5th, with all of the salient characteristics of the saw that was being requested. The response date was for June 21st. Three companies made contact via email, asking for the original make/model of the saw the characteristics were based off of, one of which stated that they did not know of any manufacturer that produced a saw that housed an 18” blade. All interested parties were sent the make/model of the saw (Northfield Model 4). Two responses were received by the close date. One response was pass through company, who offered the Northfield Model 4 with a mark up for profit. The second response was providing a saw that did not meet the technical specifications (could not house an 18” blade). The third interested party did not respond with a quote.
While other manufacturers can provide arbor saws that meet most of the technical requirements, Northfield is the only manufacturer currently on the market that can provide a saw that houses an 18” blade.
Due to the unique nature of the work required by the HPTC Wood Workshop, and the extensive market research performed indicating only one source that can provide the tools required for them to complete their duties, it is recommended that a Sole Source award be made to Northfield for the purchase of an arbor saw that can meet the 18” blade capacity requirement.
4. If this is a determination for sole source, the contracting officer certifies:
a. Only one source is available, or urgent and compelling circumstances exist.
b. The anticipated price will be determined fair and reasonable using the price analysis techniques described in FAR Part 13.106-3(a).
