Justification for Brand Name Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, VISN 06, Asheville VA Medical Center, 1100 Tunnel Road, Asheville NC 28805. Purchase Request Number: 637-23-4-996-0201

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Charles George VA Medical Center has a requirement to procure the Stryker Power-Pro XT for the Emergency Room department. The Power-PRO XT is a powered wheeled stretcher to support and transport the entire body of a traumatized, ambulatory, or non-ambulatory human patient with an innovative battery-powered hydraulic system that raises and lowers the patient with the touch of a button.

Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This requirement is a request to provide Charles George VA Medical Center Stryker Power-Pro XT Ambulance Stretchers. The Power-Pro XT Ambulance Stretcher is currently used by Emergency Department for the GGVAMC’s newly acquired ambulances for patient transport. The stretcher fit into an adapter that is located in the current ambulance on site. This movement package facilitates ease of movement, so that the transport crew does not have to lift or provide difficult movement or positioning of the patient. This stretcher is specifically designed for paramedic personnel to transport patients from one location to another over varied terrain. The VA Medical Transport service currently uses Stryker Stretcher on the ambulance that is in operation.

Having fully equipped ambulances to respond to emergency situations would help avoid needless financial outcomes for veterans. The need for these stretchers is critical to the Asheville community.

Based on facility need and existing conditions, like or similar items will not suffice.

4. Description of market research conducted and results or statement why it was not conducted:

Market research was limited to due to the brand-name only status of this requirement. A sources sought was posted to contracting opportunities from 07/01/2023 to 07/07/2023, three responses received. The OEM, have identified 3 authorized distributors/resellers. The CO researched all required sources and deemed that the items are available from the OEM and authorized distributors/resellers. The CO intends to pursue this requirement as Small Business utilizing FFP to the Lowest Price Technically Acceptable IAW FAR Part 13.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
