About this file
This document is a Justification for Single Source Award under Simplified Acquisition Procedures for a contract opportunity not exceeding the Simplified Acquisition Threshold.
The Department of Veterans Affairs, VISN 15, Charleston Consolidated Mail Outpatient Pharmacy (CMOP) is requesting a full-service maintenance agreement for three critical pharmacy support systems that are integral to the Automated Pharmacy Fulfillment System (APFS) installed by Innovation Associates, Inc. (iA). This includes maintenance on the low pressure air system, commercial walk-in freezer, and commercial walk-in refrigerator. The manufacturer warranty on these support systems is expiring, and iA has the necessary expertise to continue maintenance during the extended warranty period. The justification cites the unique design of the APFS by iA, the criticality of the support systems to pharmacy operations, and iA's on-site technical expertise as the rationale for a sole source award to iA not to exceed $250,000. The related contract opportunity is Solicitation Number 36C77024Q0395 to provide this maintenance service.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Charleston CMOP is requesting a full Service Maintenance Agreement for three pharmacy support systems that are integral to the Automated Pharmacy Fulfillment System (APFS) installed by Innovation Associates, Inc. (DBA iA).
The first support system is the Low Pressure Air System (LPAS) consisting of:
Three (3) Rogers Low Pressure Air Compressors (Model KR 200 125 D1WCE1S4XVB) Three (3) Zeks Air Dryers (Model ZE 1200 NCFA) One (1) Zeks Mist Eliminator (Model ZE 2400HDP) One (1) Beko Owamat Oil/Water Separator (Part #4022484).
Full Service Maintenance contract should include, but is not limited to:
1000 hour PM service on three (3) Rogers Air Compressors including all required OEM consumable parts to properly complete the service.
8000 hour PM service on three (3) Rogers Air Compressors including all required OEM consumable parts to properly complete the service.
1000 hour PM service on three (3) Rogers Air Dryers twice per year (semi annual and annual PM services) including all required OEM consumable parts to properly complete the service.
As needed, PM service on ZEKS HDF Series Mist Eliminator including all required OEM consumable parts to properly complete the service.
As needed, PM service on Beko Owamat Oil/water separator including all required OEM consumable parts to properly complete the service.
The second support system is a commercial walk in/drive in freezer.
The third support system is a commercial walk in/drive in refrigerator which provides critical drug storage and requires redundant cooling capacity to maintain proper temperature and safety of medications.
The refrigeration/freezer systems were manufactured by Tempure Scientific, who have subsequently gone out of business. iA has been performing the PMs under the initial warranty for
Last Updated: 02/01/22 Page 2 of 3 the past year. It is in the Governments best interest to maintain this support throughout the extended warranty with iA.
For the Freezer, PMs shall be performed on the:
Two(2) condenser units Model LCH0150LCACZA0300 Four(4) evaporator units Models LCE6240BEQRC6B & LEL0310BS6EEAD0133)
For the Refrigerator, PMs shall be performed on the:
Two(2) condenser units Model LCH0055MCALZA0100 Four(4) evaporator units Model LCA6215AEB
Full service maintenance for both units shall include IAW Manufacturer specs at a minimum;
Quarterly operational checks and inspections Filter cleaning/replacement Verification of proper refrigerant levels and pressures Cleaning coils, inspecting pans and drain lines for debris and proper flow Identify parts needing replacement (to include but not limited to belts, fans, guards, and provide quotes for repair.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The Automated Pharmacy Fulfillment System (APFS) used at the Charleston CMOP was designed and by iA. The one year manufacturer warranty expires at the end of August 2024 and the three support systems, dont fall under the extended 2 year warranty that encompasses the rest of the APFS.
Maintaining these support systems is critical to ensure proper operation of APFS. Proper air flow, pressure, and air conditions (dryness, low particulate, minimal oil) are vital to the extended operation. Failure to properly maintain this system will cause a direct interruption of pharmacy services to Veteran patients. The manufacturer has the expertise to continue to maintain these systems during the extended warranty period to ensure that the system can be restored to full capability in the event of an unexpected outage or a failure in any of the systems. Since the manufacturer is no longer doing business, it is vital for CMOP to have a team that is extremely knowledgeable of the maintenance needs of the redundant refrigerant systems.
iA has the maintenance expertise of the entire system as they designed, configured, and have been maintaining the entire system for the past year. In addition, during the extended warranty period, they have a on site technician providing both technical and system monitoring during operational periods.
4. Description of market research conducted and results or statement why it was not conducted:
While basic market research was done to identify potential vendors whom could provide preventative maintenance to these support systems, it was determined that sole sourcing this requirement to iA would in the best interest of the government based on the extended two year of services already being provided by iA. The government would not benefit from having redundant maintenance services provided by another source during the extended warrant period.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106 1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
