About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for the Naval Medical Research Command (NMRC). The procurement is for new Mensor CPG-2500 Dual Channel pressure gauges for experimental chambers, specifically requiring gauges capable of reading pressure down to 1000 foot seawater (445psi) and altitude up to 35,000ft above sea level absolute (180 torr). The acquisition is a sole source procurement under 10 U.S.C. 2304(c)(1), as UMD chamber systems currently and historically use Mensor pressure gauges, and only Mensor produces a dual channel gauge meeting their specific requirements.
Market research was conducted via internet and telephone, with Mensor being the only vendor able to provide a product meeting the needed specifications. Ascroft and Omega Engineering were contacted but had no product available for the required dual range. The replacement gauges will be direct-fit replacements in existing UMD systems. The document indicates future requirements will be synopsized in accordance with FAR 5.203, and if another potential source emerges, NMRC will assess whether competition is feasible. The procurement is for the Undersea Medicine Department (UMD) of the Naval Medical Research Command, located in Silver Spring, MD.
