VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source

Attachment 1: Single Source Justification for SAP under the SAT

DEPARTMENT OF VETERANS AFFAIRS

Justification for BRAND NAME IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C246-22-AP-5528

1. Contracting Activity: Department of Veterans Affairs, VISN 06, Salem VA Medical Center, 1970 Roanoke Blvd Salem VA 24153. Purchase Request Number: 658-22-3-537-1074

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Salem VAMC GEC/CLC Department have a requirement to procure the LG 43UT672M0UC 43” Hospital Grade TVs with installation & setup. The LG 43UT672M0UC 43” is designed specifically for healthcare industry and offers vivid and crisp picture quality.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Salem VA Medical Center has a requirement to procure the LG 43UT672M0UC 43” Hospital Grade TVs with installation & setup. Salem VAMC is adding additional TVs in shared residents’ rooms. Having 1 TV for each resident bed available in the CLC, ensures customer satisfaction, avoids the suggestion of preferential treatment on another unit and prevents roommates from arguing over the channel selections and/or control of the TV remote device. TV sound is through the Residents individual call bell/sound speaker at the bedside, so sound does not bother their in-room neighbors. This brand and model will allow and ensure continue standardization of all TVs for in patient rooms in Community Living Center (CLC) and acute care units. Procuring other manufacturer television would undermine current standardization efforts and would result in an increased cost that are not anticipated to be recouped. Based on facility need and existing conditions, like or similar items will not suffice.

4. Description of market research conducted and results or statement why it was not conducted:

Market research was limited due to the brand-name only status of this requirement. A Source Sought was posted to contracting opportunities from 7/21/22 thru 7/27/22. One SDVOSB and Two Small Business expressed interest and appeared capable of providing the needed items at a fair and reasonable price. The CO intends to pursue this requirement as a Small Business set-aside.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
