About this file
This is a Request for Small Business Justification Format (>SAT) document from the Department of Veterans Affairs for a non-competitive acquisition.
The Department of Veterans Affairs Network Contracting Office 06, located in Hampton, Virginia, seeks to award a new firm-fixed-price contract to procure Draeger Blood Pressure Cuffs and EKG Cables for the Salem VA Medical Center Pharmacy Department (Purchase Request 658-26-2-036-4671, Acquisition Plan Action ID 36C246-26-AP-2527). The contract includes a base year plus four option years, with total contract value not disclosed in the document. The contracting officer has determined that only one responsible source exists—the original equipment manufacturer (OEM) Draeger, Inc., and its authorized distributors—because these consumables are specifically designed for compatibility with Salem VA Medical Center's existing Draeger anesthesia machines. Use of non-compatible products would compromise equipment performance, invalidate manufacturer warranties, introduce patient safety risks, and require separate inventory and support systems. The justification cites FAR 6.302-1 (Only One Responsible Source) as the statutory authority for other than full and open competition. The contracting officer recommends pursuing this requirement as a Small Business Set-Aside Open Market acquisition using firm-fixed-price to the lowest price technically acceptable under FAR Part 19.502-2 and FAR Part 12. Market research using the Veteran Small Business Certification database identified 58 small businesses capable of supplying blood pressure cuffs, including 12 Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and 14 Veteran-Owned Small Businesses (VOSBs); however, the VA Rule of Two cannot be met for an SDVOSB set-aside. Sources expressing written interest include L1 Enterprise, LLC; A2A Integrated Logistics, Inc.; Veterans Healthcare Supply Solutions; Altitude Technologies Inc dba Chinook Medical Gear; Diverse Specialties, LLC; and Draeger, Inc. The Buy American Act applies, with the requested items to be supplied by domestic vendors.

5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition
Requires the Use of the Authority Cited Above (applicability of authority): The Draeger Blood Pressure Cuffs and EKG Cables is required to meet the operational requirements of the Pharmacy Department. The requested consumables are specifically designed for use with Salem VA Medical Center existing Daeger anesthesia machines and are required to maintain manufacturer specifications, ensure equipment reliability and preserve the manufacturer's warranty. These consumables are the only products that have been validated and approved for compatibility with the installed Draeger anesthesia systems. The use of consumables from another manufacturer could compromise equipment performance, invalidate the manufacturer's warranty, and introduce unnecessary clinical and patient safety risks. In addition, non-compatible products would require the establishment of a separate inventory and support system, resulting in increased costs for replacement equipment, inventory management staff training and Biomedical Engineering support. Standardizing consumables ensures continued compatibility with existing equipment, minimizes operational disruption, reduces costs.
The requested Draeger Brand consumables are the only products that satisfy the governments minimum needs and support continued safe and effective operation of the existing anesthesia equipment. Based on facility need and existing conditions, like or similar items will not suffice.

6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: Market research was conducted, details of which are in the market research section of this document. This effort did not yield any additional sources that can meet the Government’s requirements. There is several contractors that can provide the items/products as part of an Open Market contract. There is competition anticipated for this acquisition.
The VA Rule of Two cannot be met for this requirement. The Contracting Officer does not have a reasonable expectation of receiving 2 or more quotes from SDVOSB if we were to set this requirement aside as 100% SDVOSB.
7. Determination by the CO that the Anticipated Cost to the Government will be Fair and
Reasonable: The Contracting Officer will determine that prices will be fair and reasonable based on a comparison of the proposed prices with prices found reasonable on previous purchases.
