RRBITC EXECUTIVE SUMMARY

Building Overview The Ronald Reagan Building and International Trade Center (RRB/ITC) is the General Services Administration’s (GSA) largest building nationwide. Congress mandated (via the 1987 Federal Triangle Development Act) that GSA develop, operate and maintain this unique building of over four million gross square feet on an 11 acre site. The building reflects the dignity, enterprise, stability and vigor of the Federal government, and contractors are to act accordingly.

The class-A mixed-use RRB/ITC houses Federal tenants and the International Trade Center (ITC). The ITC incorporates private-sector tenants and a variety of public uses. (See below for more information regarding the ITC.) The RRB/ITC is home to approximately 7,000 Federal and private-sector tenants.

The RRB/ITC is open and operates 24 hours per day, 365 days per year, and has approximately one million visitors per year. It does not operate like typical Federal buildings that are open only during the routine workweek and normal working hours. It is required that the contractor supports the RRB/ITC’s operating hours, and multiple tenants and uses. The high profile downtown facility serves as a pedestrian link between the National Mall’s visitors and the business district north of Pennsylvania Avenue. Additionally, the RRB/ITC is an active, open building and enlivens the area.

The RRB/ITC’s exterior is constructed of Indiana limestone with a clay tile roof, similar to the adjacent historic Federal Triangle buildings. Direct underground interior pedestrian connections at the concourse level, one level below grade, connect the Federal Triangle Metro Station to the East and by a tunnel under 14th Street to the Hoover Building (Department of Commerce) to the West. The four level garage consists of approximately 1,950 parking spaces and 26 loading docks. The garage is accessible via two entrances on 14th Street and one on 13th 1/2 Street.

There are six pedestrian entrances.

2. Floor Usage The 15 floors of the building, five below grade and ten above, are divided as follows:

● The B-1 through B-4 floors are for parking, loading docks, mechanical and electrical equipment, service, an industrial kitchen and ancillary spaces, mailrooms, trash and recycle areas. B1 through B3 also include Federal offices and some Federal office support areas.

● The concourse, ground and mezzanine floors are part of the ITC, and are open to the public. The concourse and ground floors contain a food court, conference and event venues, private-sector office spaces, restaurant and cafes, and retail establishments.

The mezzanine level contains trade information offices, government trade-related organizations that interact with the public and other federal offices.

● The concourse, ground and mezzanine floors are open and interconnected by escalators, stairs, and elevators. (Five elevator banks connect these floors and the garage levels.)

● The RRB/ITC’s approximately 7,000 federal and private-sector tenants must enter the building via one of the garage levels (B1 – B4), the concourse or ground. Tenants not located on the concourse or ground must transfer to separate elevator banks serving five separate office towers. Four towers house Federal agencies that have agency specific security access-controlled lobbies. The fifth tower -- known as the North Tower – houses private-sector tenants.

● The North Tower contains private-sector office space on floors 2 through 8, and a conference/event venue and associated kitchen on floors 8 and 9.

● The Pavilion (the 2nd floor above the National Children’s Museum) is a reception/special event venue and has a kitchen.

3. The Federal Office Building (FOB) Tenants There are five Federal agencies in the RRB/ITC. Four of them are housed in vertically separated towers, each having its own elevator cores and services areas. They are: the U.S.

Agency for International Development (USAID), U.S. DHS/Customs and Border Protection, the U.S. Environmental Protection Agency (EPA), and the Woodrow Wilson International Center for Scholars (Wilson Center). The Wilson Center also houses a memorial dedicated to President Wilson which is on the ground floor and faces the Woodrow Wilson Plaza. Raised flooring is present in the four Federal agency towers.

The fifth Federal agency, the U.S. Department of Commerce is on the mezzanine level. Also on the mezzanine are elements of EPA and USAID.

4. Truck Service Trucks access the RRB/ITC via 14th Street south ramp and exit from 14th Street north ramp.

The south ramp connects to 10 bays on the B-1 level and 16 bays on the B-2 level. The contractor shall be responsible for the operation of all B-2 level loading bays except for the last two at the North end of the loading dock area and the ITC loading docks on B1. However, the contractor is responsible for the maintenance of all mechanical equipment on the docks, i.e.

doors (overhead and pedestrian), dock levelers, hoist motors, chain falls, HVAC equipment, etc.

The janitorial contractor will be responsible for cleaning the dock and bays not associated with the International Trade Center on the B2 level. All access for delivery will be through this dock entry. No street delivery of any kind will be permitted. All deliveries must be scheduled 48 hours in advance with the Security Manager assigned to the loading dock by the Federal Protective Service. Delivery trucks and their contents are pre-screened off-site via a mobile scanner prior to deliveries taking place in the building.

Upon entry, vehicles must be unloaded, all boxes opened and sent through the “back scatter” for x-raying.

Vehicles are inspected for unusual devices under and inside the vehicle. The vehicles are inspected for trace amounts of explosives.

5. Parking An approximate 1,950 car parking garage, located on floors B-1 through B-4, accommodates tenant and public parking. It is open for access 365 days per year. The monthly parking permits are assigned by GSA. Access to the garage is through five sets of elevators connecting all the garage floors and the concourse, ground and mezzanine floors. The garage is managed by GSA’s Trade Center Manager contractor.

Parking is not available for any contract personnel unless paid for by the individual and/or their employer.

6. International Trade Center Congress established the International Trade Center (ITC) to create and enhance opportunities for American trade, commerce, communications and cultural exchanges. The ITC is to be open, active and it is to enliven the area. The ITC encompasses 500,000 square feet of space on the concourse, ground and mezzanine levels, and the North Tower. The ITC also includes the parking garage and the exterior spaces including the Woodrow Wilson Plaza, Daniel Patrick Moynihan Place and the RRB/ITC’s other outdoor areas. The ITC envelope includes the following components:

● Conference/Event Center:

The 65,000 square foot conference/event center consists of various sized rooms that meet differing event requirements. They include the 620-seat, 25,000 square foot amphitheater, multiple ballrooms, reception/special event spaces, conference rooms, classrooms and a gallery. They are located on the concourse, ground, and mezzanine levels as well as the North Tower’s 8th and 9th floors, and on the 2nd floor above the restaurant,Trattoria. The amphitheater contains audiovisual equipment, translation booths and VIP boxes. Its special lighting is part of the base building system and is the responsibility of the contractor to maintain and repair, as is all ITC lighting. Besides the above conference/event spaces, the architecturally interesting 11 story atrium is part of the public circulation space, is the building’s main east-west spine, and is used as a dramatic event venue.

The Conference/Event Center includes three full-service catering kitchens and four pantries, as well as multiple support spaces.

● ITC Offices:

The ITC includes 250,000 square feet of office space. It houses private sector tenants and some specific Federal tenancies. (The latter are located on the mezzanine level.)

The private-sector tenants are primarily international/trade-related tenants covering every aspect of business associated with the promotion and facilitation of international trade, and activation.150,000 square feet of the ITC private-sector office spaces are located in the multi-tenanted North Tower which is a separately accessed tower that fronts Pennsylvania Avenue. Additional private-sector tenants are located on the concourse and ground levels.

The Federal offices (70,000 square feet) are located on the mezzanine level. They include the Department of Commerce, USAID and EPA offices.

● Food Service/Retail:

An approximate 38,000 square foot food court (including seating) is on the concourse level on the west side of the building. The food court has 20 vendors and seating for approximately 1,080.

Four retail establishments and the ITC fitness center are located in the Hemicycle on the concourse level. The Hemicycle area is near the Metro connection.

● The National Children's Museum is located on the concourse and ground floors and has a ‘cafe’.

● The National Children’s Museum is 12,000 square feet in size and is located on the ground and concourse levels. The restaurant has outdoor service and seating on the Woodrow Wilson Plaza. It is visible from Pennsylvania Avenue and is accessed from the Plaza.

● Woodrow Wilson Plaza:

The Woodrow Wilson Plaza, on the East side of the RRB/ITC, is the area between the RRB/ITC and the Ariel Rios Building to the east, the Mellon Auditorium to the south and Pennsylvania Avenue to the north. The Mellon Passage provides for a direct pedestrian link to Constitution Avenue and the Smithsonian Museums. The Plaza provides a clear visual link between Pennsylvania and Constitution Avenues, and the Federal Triangle Metro station, 12th Street and the Old Post Office.

The Plaza is an active and lively area used to draw in the public and for special events.

There is summertime entertainment and the restaurant serves outside under the bosque of trees. The north end of the Plaza is called the Daniel P. Moynihan Place. From the Plaza one can see the Woodrow Wilson Memorial and three works of art commissioned under auspices of the GSA’s Art-in-Architecture program.

The ITC also included the other outdoor areas surrounding the RRB/ITC.

● The Parking Garage:

The Parking Garage, as previously noted, consists of four floors. During the workday hours Monday through Friday, monthly parkers use levels B3 and B4 while transient parkers use B1 and B2. In the evenings and on weekends, B3 and B4 are also used by transient parkers. All parkers enter the garage through one of the three vehicular entrances and must pass through one of the revenue control gates in order to park.

The ITC has two loading dock bays (the two northernmost) designated for its use of the 16 B2 loading docks. The ITC also has 10 docks on B1 devoted to the food court, Atrium Hall and Amphitheater.

The ITC is open and operates seven days a week including evenings, weekends and holidays.

It is promoted beyond normal working hours to fulfill Congressional and planning missions and goals, and is a lively destination. The contractor shall support ITC activities and recognize that ‘normal working hours’ at the ITC include evenings, weekends and holidays.

The GSA Energy Division issued a Task Order to Johnson Controls in March of 2021, using the DOE Worldwide Gen Three (DOE-3) Energy Savings Performance Contracting (ESPC) Contract. The Task Order included the implementation of Energy Conservation Measures (ECMs) at the Ronald Reagan Building (RRB). The ECMs listed in the chart (Table A.1) below are guaranteed to provide significant electric, steam and water savings over the 22-year term of the performance period. Requirements, equipment, and the division of responsibilities for said equipment and systems will be delineated in the Performance Work Statement Exhibit 15 and the Bidder’s Library.

Table A.1

● ESPC

The Reagan Building has recently implemented an ESPC with $65.25 million in investments, namely for an advanced building automation system (BAS), chiller replacements and software upgrades, lighting upgrades, water efficiency fixtures, and high efficiency transformers. This base ESPC project was modified mid-stream to add $23.15 million in investments to convert the heating system to be fully electric. This electrification of the heating system is the largest effort in GSA’s inventory and will install state-of-the-art, large-scale electric heat pumps (29), heat pump electric boilers (14), a heat pump chiller, and heat pump hot water heaters (27). The O&M vendor at Reagan will operate and maintain all of the ESPC equipment installed save for partial responsibilities within the BAS ECM and its associated equipment and the cooling tower optimization systems which will be maintained by the Energy Service Company (ESCO).

The O&M vendor will be required to coordinate closely with the ESCO throughout the life of the contract to ensure that GSA achieves the energy savings contemplated in the ESPC. Vendor’s management and coordination of this effort is considered a critical component toward this requirement.

● Elevators

The Reagan Building has 92 elevators, 1 dumbwaiter, 8 escalators, and 2 chair lifts as part of its standard inventory. This inventory significantly exceeds the average density of similar equipment in an average facility.

● Service Call Response Times

Due to the unique nature of this facility, its public access, usage and events provisions, the Service Call response times for this location are significantly more restrictive than is typical for a Federally Owned facility.
