About this file
This is a Justification and Approval (J&A) document for a sole source contract issued by the Naval Air Warfare Center Weapons Division (NAWCWD) in China Lake, California. The contracting activity is procuring Getac S510 laptops and associated equipment on a sole source basis from authorized Getac distributors for use with the Joint Mission Planning System (JMPS) software utilized by Navy and Marine Corps aircraft. The requirement includes Getac S510 laptops, solid-state drives, Getac S510 docking stations, and laptop carrying cases. The ordering period spans two years from the date of award, with an estimated total dollar value of $14.0 million for fiscal years 2026-2028.
The J&A establishes that the Getac S510 is the only laptop model meeting all the Government's mission planning requirements based on comprehensive in-lab engineering evaluations comparing four candidate models (Getac S510, Panasonic Toughbook FZ-40 Mk3, Durabook Z14, and Dell Pro Rugged 13). The Government conducted a sources sought announcement on July 18, 2025, receiving capability statements from seven vendors and later synopsizing the contract on SAM.gov on March 6, 2026, which generated three expressions of interest. However, only two potential sources confirmed authorization as Getac resellers, and one did not respond. The Contracting Officer has determined the anticipated cost to be fair and reasonable. To encourage future competition, the JMPS program will conduct a bi-annual refresh cycle, with the next engineering analysis and source sought planned for FY 2028 to evaluate newly available commercial laptops as technology advances.

Text version
J&A Number: 26-0095 contract was synopsized in SAM.gov on March 6, 2026, and three potential sources expressed interest in this requirement; however, the Government could not determine if the potential sources are authorized distributors of the Getac S510 laptops. Therefore, the Government followed up with the potential sources and two of the sources confirmed they are authorized resellers and not distributors and one potential source did not respond. No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 5 above, for any company other than Getac distributors to provide the required supplies and services.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition.
For the reasons set forth in Paragraph 5, the JPMS program initiates a bi-annual refresh to the computer system used for mission planning. Every other year, commercially available laptops are compared and tested, and the model that best meets requirements is selected as the mission planning machine to be procured over a two-year period. Each bi-annual refresh requires a thorough engineering evaluation of candidate machines to fulfill the specifications developed using the mission planning requirement of the fleet. Future procurements in the next bi-annual refresh period will require a new engineering analysis, giving manufacturers a renewed opportunity to submit a product for consideration that meets the Government’s requirements.
With technology advancing, it will eventually lead to the aircraft updating its requirements. This update will allow for stronger competition for commercial computer firms in FY 2028. The planned acquisition approach for FY 2028 is to release a new source sought to encourage competition.
