Upon completion of the order, the contractor must return 2 sets of final production native application files (digital deliverables). The digital deliverables must be an exact representation of the final printed product, inclusive of all changes/edits (if any), and shall be returned on a CD-R disk. Low resolution proofs (less than 2400 dpi) that are not representative of final image quality (i.e. dye sub, inkjet, color laser, etc.), as well as film overlay type proofs are not acceptable (exception: spot varnish areas may be shown as either a digital content proof, or as an overlay on the one-piece color proof). Proofs are to be “contract quality” and be representative of image quality and color that will be matched by the printed press sheets. Any digital proof used as a “contract proof” must be imaged to predict the appearance of the press sheet, using the same Raster Image Processor (RIP) that will be used to produce the finished product. The contractor is responsible for providing a control system that facilitates making the match between the approved proofs and the printed press sheets.

Also, submit 4 sets of composite layout/position proofs, of the complete book and form.

Proofs shall consist of a complete product with all elements in proper position (not pasted up), and all pages imposed in correct location, imaged face and back, trimmed, and bound to the finished size of the publication. In lieu of a film based proof, a digital layout proof may be furnished provided that the digital proof is imaged using the same Raster Image Processor (RIP) that will be used to produce the finished product (at a minimum

Page 4 of 9 Jacket 541-158 of 600 dpi single color or minimum 300 dpi full color at Contractor’s option). Digital layout proofs must also be imaged on two sides and shall accurately predict front-to-back registration and all aspects of page layout/image assembly.

If digital proofs are provided, the make and model number of the proofing system utilized shall be furnished with the proofs.

PAPER SAMPLES: At the same time as submission of the proofs, submit blank sheets of actual paper to be used in the production of the contract requirements for EACH item. Each sample must be of the kind and quality required by the specifications. The Government will rely on the samples only as a reference to the general appearance of the stock that will be provided by the contractor in conformance to the specifications. The Government assumes no contractual obligation to perform any inspection and test for the benefit of the contractor. The Government’s failure to inspect and accept or reject the paper samples shall not relieve the contractor from responsibility, nor impose liability on the Government, for nonconforming paper.

The last text page and Cover 3 print a common image that prints across the bind and must align. For covers 1 and 4 only: SPOT coat the background surface of the outside covers with a clear, DULL, varnish/aqueous. This will leave the smaller pictures open, as directed in the coatings folder on the furnished CD.

After the dull varnish/aqueous is applied, coat the entire surface of Covers 1 and 4 with a clear gloss varnish/aqueous coating (i.e. strike-through gloss). This will allow the small pictures to look glossy in comparison to the background.

Form: The form is a 3-part set; sets will be joined by a 3/4” stub at the right and firm glued at the left. Part 1 is the page that faces up when the document is open and the test side faces

up. Part 1 prints on carbonless bond, face only in 4-color process, no bleeds. Three spot carbonless areas, CB, to be on the back of “ASVAB_FY_test.ai” (part 1). Dimensions for the carbonless areas are 9/16 x 6-1/2” in 3 strips. See sample for placement.

Part 2 prints on carbonless bond, face only in 4-color process, bleeds at the bottom. Three spot carbonless areas, CF, to be on the front of “ASVAB_FY_score.ai” (part 2). Dimensions for the carbonless area are 9/16 x 6-1/2” in 3 strips. See sample for placement; must register to part 1 exactly. Transfer to be black in color. NOTE: Image transfer must be dark and clear. Each part in a set must be legible and characters clearly read, when written with pencil or pen. Images to be permanent. Transfer to last at least two years.

Part 3 prints on white bond, that matches the carbonless paper in color as close as possible, face and back in 4-color process, bleeds on the back head, foot, and right. Files are named “ASVAB_FYI_front.ai” for the outside cover (back) and “ASVAB_FYI_percentile.ai’ for the inside (face).

MARGINS: As indicated within the publication files. Covers 1, 2, 3, and 4 bleed all sides; text pages contain bleeds throughout. The form bleeds throughout. The contractor is responsible for establishing margins, for the final trim size selected, to ensure no loss of printed information. Maintain uniform margins for the page numbers within 3/8” to 1/2” from the page's

Page 6 of 9 Jacket 541-158 edge; the contractor shall adjust for creep (as necessary) to maintain uniform margins throughout.

BINDING: See “ADVANCE SAMPLE (PRIOR TO BINDING)” requirements herein.

Book: Saddle-wire stitch in two places along the 11” way and trim three sides. Score covers along the spine; ensure that the scored and coated covers do not crack or split at the spine.

Form: Form sets contain a 3/4” perforated stub along the 10-1/2” right dimension (when part 1 is facing up) and it must be firm glued along the 10-1/2” left dimension. The glue and stub must keep the 3 parts intact.

Fold form in half, to 8 x 10-1/2”, with Part 3 to the outside. The backside of Part 3 contains the cover artwork. Insert one form into each book between the last text page (44) and Cover 3.

Follow construction guides furnished.

The form must be inserted and adhered with a small amount of fugitive glue, can not be inserted loose.

PRESS SHEET INSPECTION: Final makeready press sheets may be inspected and approved at the contractor's plant for the purpose of establishing specified standards for use during the actual press run. Upon approval of the sheets, the contractor is charged with maintaining those standards throughout the press run (within QATAP tolerances when applicable) and with discarding all makeready sheets that preceded approval. See GPO Publication 315.3 (Guidelines for Contractors Holding Press Sheet Inspections) issued September 1991. Note: A press sheet inspection is for the purpose of setting specific standards that are to be maintained throughout the entire run. It does not constitute a prior approval of the entire run.

Press sheets must contain control bars for each color of ink on the sheet. Control bars must be placed parallel to the presses ink rollers. The control bars must show areas consisting of solid color patches; tint patches; dot gain scale (such as, BRUNNER, GATF, GRETAG, or RIT); and gray balance patches for process color (if applicable). These areas must be repeated across the entire press sheet.

NOTIFICATION: Call the Columbus RPPO at (614) 488-4616, Ext. 0 with a minimum notice of 7 workdays prior to availability of press sheets. On site press inspections must be scheduled Monday through Friday, exclusive of Federal holidays, and scheduled to begin between the hours of 7:00 a.m. and 7:00 p.m. local time. It is the contractor’s responsibility to maintain and adjust inspection schedules, as required, to ensure all subsequent inspections are performed on following workdays. Inspection schedules must allow Government representatives to complete approval of all press forms within the day/time requirements. Inspections must not be scheduled on weekends, or to “carry over to the following week” without prior approval by the GPO Contracting Officer.

ADVANCE SAMPLES (PRIOR TO BINDING): Prior to binding of the total production quantity, the contractor must submit 15 fully completed advance sample copies of the book and form for final approval. These samples will be withheld not longer than 1 workday from date of receipt.

(Note: The first workday after receipt of these copies is day one).
