About this file
This Scope of Work document is for the Florida Department of Juvenile Justice (DJJ), Bureau of Information Technology, detailing the modernization plan for the Juvenile Justice Information Systems (JJIS). The project seeks consultative services to analyze emerging business priorities and recommend technical, database, and software architecture for a cloud-based JJIS platform. The current system, implemented in 1998, supports approximately 9,087 users and contains 1.65 million youth records and 4.7 million referral records. The contractor will be responsible for conducting stakeholder interviews, developing a strategic roadmap, implementing cloud and AI technologies, enhancing security measures, creating a document management system, and producing two implementation plans - an "ideal" full modernization plan and a "minimalist" essential upgrades plan.
The project will leverage Azure cloud services, including App Service, SQL Database, Cognitive Services, and Machine Learning, with a focus on scalability, performance, and security. Key technical requirements include multi-factor authentication, encryption, seamless document workflow management, and retention of SQL Server Reporting Services. The exact project start and end dates are to be determined in 2025, with the contract's performance contingent on annual legislative appropriation. The scope emphasizes modernizing the existing infrastructure while maintaining data integrity, improving operational efficiency, and supporting the juvenile justice system's complex information management needs.

HISTORY:
The Juvenile Justice Information System (JJIS) was implemented in 1998 and is used by DJJ employees, providers, court staff and law enforcement partners (approximately 9,087 users). JJIS currently contains approximately 1.65 million youth records, over 4.7 million referral records, and uses more than 5.89 TB of disk space. JJIS has twenty-two internal business applications developed using .NET and Microsoft SQL Databases which supports the core business function.
SCOPE:
This scope of work is for consultative services to perform the following: 1) an analysis of the emerging business priorities of the State of Florida Juvenile Justice Information System (JJIS) that will reside in the cloud, and 2) make recommendations for the technical architecture, database architecture, software architecture and tools required to meet the business need. A comprehensive review of the Juvenile Justice Information System (JJIS) will be central to this requirement.
JJIS is a system that collects data on a juvenile from the time they enter the DJJ system until they leave the custody of DJJ. JJIS provides statewide access to juvenile information to DJJ employees, DJJ outsourced services program staff, law enforcement staff, courts staff and the Department of Children and Families (DCF) abuse investigators. JJIS also supports electronic medical records. JJIS provides data for evaluating juvenile trends and programs and reports that are used to manage the effectiveness and efficiency of the Department’s processes and procedures. Contractor will provide these services to the Florida Department of Juvenile Justice.
