4. Rationale.
OCLC is a global cooperative that provides shared technology services, original research and community programs for its membership and the library community at large. It is made up of librarians, technologists, researchers, pioneers, leaders and learners. With thousands of library members in more than 100 countries, they come together as OCLC to make information more accessible and more useful. More than 70,000 libraries in 170 countries use OCLC services to locate, catalog, manage, lend and preserve library materials. Researchers, students, faculty, scholars and other information seekers use OCLC services to obtain bibliographic, abstract and full-text information. OCLC and its member libraries cooperatively produce and maintain WorldCat, the world’s largest library catalog, with information on more than 2 billion items in libraries around the world.
The OCLC is the largest international library network with over 54,000 members and more than 70 million bibliographic records. FEDLINK is the formal support network for federal libraries wishing to participate in OCLC. Through FEDLINK BOAs, federal libraries access OCLC for cataloging and interlibrary loan, OCLC reference services, and various options for group resource sharing and retrospective conversion.
5. Market Research.
Market Research was performed via the Internet and through vendors under the Library of Congress/FEDLINK to identify if any alternatives existed. No other vendors were identified that could offer the full scope, breadth, and accessibility of the subscriptions needed as the identified vendor.
Under the authority of FAR 16.505(b)(2), the undersigned hereby determines the circumstances of this contract action deem only one source is reasonably available as supported herein.
