About this file
This is a Justification for Other Than Full and Open Competition (JOFOC) filed by the U.S. Department of Justice, Federal Bureau of Prisons for a Commercial Driver's License (CDL) vocational training program at Federal Correctional Institution Ashland in Kentucky.
The U.S. Department of Justice, Federal Bureau of Prisons seeks a new firm-fixed-price, indefinite delivery/requirement contract to provide comprehensive CDL Class A vocational instruction for approximately 20 inmates per option year. The required services include 40 hours of classroom instruction and driving range instruction, provision of a vehicle for driving skills practice, an accredited curriculum leading to transferable credits or industry-recognized certificates, and hands-on instruction (20-40% of curriculum) at an outside technical school or college. The contractor must be an accredited post-secondary or vocational institution geographically accessible to transport inmates from FCI Ashland. The justification identifies Ashland Community & Technical College as the sole source because it is the only accredited institution within reasonable commuting distance possessing DMV-approved driving ranges and Class A vehicles required by the Statement of Work. Market research confirmed no other entity in the proximity provides the mandatory transferable credits and physical driving range. The contracting officer will determine fair and reasonable pricing by comparing previous Bureau of Prisons CDL contracts at similar facilities and published public tuition rates. The Field Acquisition Office in Grand Prairie, Texas will serve as the awarding office. Future competition may be expanded by monitoring for newly accredited CDL programs or mobile training units capable of on-site delivery.
