About this file
This document is a Justification for an Exception to Fair Opportunity (JEFO) for a Vital Signs Transport Monitor procurement by the Defense Logistics Agency (DLA) Troop Support for the US Navy Medical Readiness Logistics. The acquisition is for 135 Propaq M Vital Signs Transport Monitors from Zoll Medical, with a unit price redacted, to be placed against contract SPE2D1-19-D-7003. The procurement is specifically for the Navy Medical Readiness Annex, with the current transport monitors deemed outdated.
The document details extensive technical requirements for the device, including FDA approval, authorized medical allowance list compliance, Safe to Fly certification, battery performance specifications, operational capabilities, and environmental durability. A key justification is that the Zoll Propaq M is currently the only vital signs transport monitor on the PMCE/ECAT contract meeting all US Navy minimum requirements. DLA Troop Support conducted market research from June-July 2025 to verify no alternative vendors could supply a compliant device, and the contract pricing has been previously determined fair and reasonable.

(8) In an effort to remove barriers to fair opportunity on subsequent acquisitions, PMCE vendors have the opportunity to add new products at any time that fall within scope of the contract program enhancing competition for future acquisitions. DLA Troop Support and the US Navy will continue to perform market research of vital signs transport monitors to locate other acceptable sources for future acquisitions. However, any new device would be required to meet the US Navy’s minimum requirements.
