About this file
This document is a Justification for an Exception to Fair Opportunity (JEFO) for a Vital Signs Transport Monitor procurement by the Defense Logistics Agency (DLA) Troop Support for the US Navy Medical Readiness Logistics. The document details the acquisition of 135 Propaq M Vital Signs Transport Monitors from Zoll Medical, with a unit price that is redacted, for use in expeditionary field hospitals. The procurement is being made under contract number SPE2D1-19-D-7003, and the device must meet specific requirements including FDA approval, AMAL vital signs monitoring standards, Safe to Fly certification, battery performance capabilities, and operational specifications for military medical environments.
The JEFO justifies the sole-source procurement under FAR 16.505(b)(2)(i)(B) because Zoll Medical is the only vendor capable of providing a vital signs transport monitor that meets the US Navy's minimum requirements. Extensive market research was conducted by a joint working group from the Air Force, USMC, and Navy, which confirmed that the Zoll Propaq M is the only product available on the PMCE/ECAT contract that satisfies all Navy specifications. The document indicates ongoing efforts to encourage competition by allowing PMCE vendors to add new products that meet the requirements, with DLA Troop Support and the Navy committed to continued market research for future acquisitions.

(8) In an effort to remove barriers to fair opportunity on subsequent acquisitions, PMCE vendors have the opportunity to add new products at any time that fall within scope of the contract program enhancing competition for future acquisitions. DLA Troop Support and the US Navy will continue to perform market research of vital signs transport monitors to locate other acceptable sources for future acquisitions. However, any new device would be required to meet the US Navy’s minimum requirements.
