About this file
This document is a Justification for an Exception to Fair Opportunity (JEFO) submitted by the Defense Logistics Agency (DLA) Troop Support, Medical Supply Chain, Capital Equipment Division for a vital signs transport monitor acquisition supporting the United States Air Force (USAF).
The acquisition seeks to procure 16 units of the Zoll Propaq M Vital Signs Monitor (manufacturer part number 201-2251312-01) from Zoll Medical through their existing Patient Monitoring and Capital Equipment (PMCE) contract number SPE2D1-19-D-0011, which expires January 13, 2029. The exception to fair opportunity is justified under FAR 16.505(b)(2)(i)(B), citing that only one awardee is capable of providing the required supplies because they are unique or highly specialized. The USAF established four minimum requirements: FDA approval as a vital signs transport monitor, a Safe to Fly (STF) Certificate from the USAF for fixed-wing aircraft with a Fleet Airworthiness Release (AWR), a maximum weight of ten pounds with battery, and a minimum of two invasive blood pressure channels. Market research conducted in December 2025 confirmed that the Zoll Propaq M is the only vital signs transport monitor on the PMCE/ECAT catalog that meets all USAF minimum requirements. The contracting officer determined that anticipated costs are fair and reasonable based on comparison with commercial pricing and invoices. DLA Troop Support and the USAF committed to continued market research for future acquisitions to identify alternative acceptable sources, provided any new device meets USAF's minimum requirements. The justification was signed by Anthony Giunta, Contracting Officer, FSD, on January 20, 2026.

VITAL SIGNS TRANSPORT MONITOR
(1) Defense Logistics Agency (DLA) Troop Support, Medical Supply Chain, Capital Equipment
Division, is the contracting activity.
(2) The action submitted for approval is a JEFO for an acquisition supporting the United States Air Force (USAF). The order will be placed against Zoll Medical’s Patient Monitoring and Capital Equipment (PMCE) contract number SPE2D1-19-D-0011, which expires on January 13, 2029.

Total Estimated Dollar Value:
(4) The applicable exception to the fair opportunity process is FAR 16.505(b)(2)(i)(B): only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized.
The required vital signs transport monitor must satisfy the following minimum requirements (MRs) that were established by the USAF:
(a) The device must be FDA approved vital signs transport monitor.
(b) The device must have a Safe to Fly (STF) Certificate from the USAF (for fixed-wing aircraft) and a Fleet Airworthiness Release (AWR).
(c) The device with battery shall be weighed not more than ten 10 pounds.

(5) Zoll Propaq M is available on Zoll Medical’s PMCE contract number SPE2D1-19-D-0011.
The undersigned contracting officer has determined that the anticipated cost to the Government will be fair and reasonable via comparison with commercial pricing, invoices, and other than certified cost or pricing data.
(6) The USAF and DLA conducted market research in December 2025 by reviewing all vendors that can provide similar vital signs transport monitors.
However, the Zoll Propaq M is the only vital signs transport monitor that meets all the minimum requirements.
(7) There are no other facts supporting the use of this JEFO.
(8) In order to remove or overcome any barriers that led to the exception to fair opportunity before any subsequent acquisition for the supplies or services is made,.DLA Troop Support and the USAF will continue to perform market research of vital signs transport monitors to locate other acceptable sources for future acquisitions. However, any new device would be required to meet USAF’s minimum requirements.
