About this file
This document is a Justification for an Exception to Fair Opportunity (JEFO) for contract SPE2D1-17-D-0037 at Lackland Air Force Base for the purchase of 12 TOMTEC Cardiac Echo Imaging software applications and licenses. The Defense Logistics Agency (DLA) Troop Support, Medical Supply Chain, Capital Equipment Division is procuring these licenses from TOMTEC Corporation USA to expand from 2 to 14 licenses for integration with the existing Picture Archive and Communication System (PACS).
The software will support multiple military medical facilities including Brooke Army Medical Center, Wilford Hall Ambulatory Surgical Center, and several Air Force and Naval hospitals by connecting to Lackland's server. The justification cites that TOMTEC is the only vendor that can provide echo cardiac image analysis software that meets the Defense Health Agency's cybersecurity requirements (ATO/RMF accreditation) for the ScImage CPACS system. Market research confirmed no other vendors could provide these specialized services without compromising system functionality. DLA Troop Support has determined pricing to be fair and reasonable based on commercial pricing comparisons.
