About this file

This document is a Justification for an Exception to Fair Opportunity (JEFO) for Phillips North America LLC for a Patient Monitoring System Upgrade at Joint Base Andrews/316th Medical Group (MDG) in Maryland. The Defense Logistics Agency (DLA) Troop Support is the contracting activity for this acquisition under contract SPE2D1-19-D-0014, which is valid through March 28, 2029. The upgrade involves multiple equipment additions and replacements, including one (1) Central Station for the PACU, twenty-six (26) Bedside and Transport Monitors, four (4) Bedside Monitors for Oral Surgery, four (4) Microstream CO2 Extensions, and five (5) Bedside Monitors and Multiparameter Modules for the Dental Clinic.

Market research performed in March 2025 determined that Phillips is the only vendor capable of providing the required equipment that meets all minimum requirements for Joint Base Andrews/316th Medical Group. The system upgrades are necessary to maximize equipment use, reduce operating/replacement costs, improve patient care, and maintain cybersecurity requirements. The total estimated dollar value is redacted, but the contracting officer has determined the anticipated cost to be fair and reasonable. DLA Troop Support will continue to perform market research to explore future procurement opportunities and monitor the market for potential additional competition.
