About this file

This is a Justification for an Exception to Fair Opportunity (JEFO) document for contract SPE2D1-25-D-0001 awarded to Pacific Consolidated Industries, LLC for Medical Oxygen Generator (MOG) systems under the Non-Commercial Medical Equipment (NCME) Program. The contract expires on October 15, 2029.

The US Army is procuring 48 MOGS Cylinder Filling Systems (P/N: 801694-001, NSN: 6515-01-715-9117) manufactured by PCI Gases. The system must produce 93% USP gaseous oxygen at 60 liters per minute, operate on military power sources (208/240 VAC), fill D-size O2 cylinders in 12 minutes, and weigh under 4,000 pounds. Market research conducted from August 2021 through September 2024 by USAMMDA determined PCI's system is the only one meeting all Army requirements for deployed medical operations. The justification cites FAR 16.505(b)(2)(i)(B) as PCI is the sole capable source. DLA Troop Support will continue market research to identify additional sources for future procurements.
