About this file
This document is a Justification for Exception to Fair Opportunity (JEFO) from the Department of Homeland Security (DHS), Office of Procurement Operations, Federal Protective Service Acquisitions Division. The document justifies extending a task order with Triple Canopy for Protective Security Officer (PSO) services for a two-month period from 1/01/2026 to 2/28/2026, with an estimated value of $5.2 million. The extension is being made without considering other multiple award contract (MAC) awardees, citing unique qualifications and the need to provide continuity of services while preparing for a new competitive task order.
The justification highlights that Triple Canopy's current task order must be extended to ensure uninterrupted security services and allow adequate time for the government to complete the award of a new competitive task order. The document includes a detailed price analysis comparing Triple Canopy's rates with other PSO services contracts, concluding that the rates are consistent and fair. The follow-on procurement will have a mandatory transition period of approximately 90 days, ensuring a smooth handover between the current and future vendors.
