About this file
This is a Justification for Exception to Fair Opportunity (JEFO) document for the Department of Homeland Security (DHS), Federal Protective Service Acquisitions Division (FPS AD). The document seeks to extend a task order (70RFP219FREC00135) with Master Security Company LLC for Protective Security Officer (PSO) services at three locations in Rockville, Maryland, for a 6-month period from 10/01/2025 to 03/31/2026, with an estimated value of $5,953,650.00.
The extension is being pursued due to unexpected delays in the follow-on procurement process, including ongoing work to finalize the requirements package and stakeholder changes. The document justifies the sole-source extension under FAR 16.505(b)(2)(i)(B), citing the unique qualifications of Master Security and the need to ensure continuity of services. FPS AD plans to competitively award a new task order under a small business Multiple Award Contract (MAC) by November 30, 2025, with an anticipated performance start date of April 1, 2026.
