JEFO Summary
This is a Justification for an Exception to Fair Opportunity (JEFO) document prepared by the Department of Homeland Security (DHS), Office of Procurement Operations, for a sole-source award to Chimera Enterprises International, Inc. The acquisition SSJ number is FY26-0125.
DHS/OPO intends to award a Firm Fixed Price (FFP) task order for continued non-personal, professional services supporting the Office of Health Security (OHS), Immediate Office (IO), and Mission Support Operations. The services cover a 12-month base period from July 3, 2026 to July 2, 2027. The award is being made to Chimera Enterprises International, Inc., located at 2893 Yost CT, Edgewood, MD 21040, under the OASIS+ contract vehicle. The estimated contract value is redacted in the document. Funding is FY2026 Operations and Support (O&S).
The justification for the sole-source exception is based on urgent agency need under RFO FAR 16.507-6(b)(1), citing the need for seamless continuity of administrative and personnel security services during DHS component reorganizations and acquisition planning transitions. Chimera is the incumbent contractor under a previous GSA OASIS task order (70RWMD20F0000051, Contract 47QRAD20D1005) and is characterized as uniquely positioned to avoid service disruption. The Contracting Officer determined pricing is fair and reasonable based on commercial norms, prior federal acquisition history, and market research conducted through an RFI issued in June 2025, which received 71 vendor responses with 60 vendors deemed capable of meeting requirements. DHS intends to post this requirement on SAM.gov and conduct a competitive follow-on acquisition once organizational uncertainties are resolved.

HSAM 3016.507-6 Justification for an Exception to Fair Opportunity (JEFO) pursuant to Revolutionary Federal Acquisition Regulation Overhaul (RFO) 16.507-6(d)(2) For orders valued above the Simplified Acquisition Threshold
SSJ No.: FY26-0125
This acquisition is conducted in accordance with the Federal Acquisition Regulation (FAR) 16.507-6, FAR Class Deviation 26-04, Revision 1 for FAR Part 161.
1. Agency and Contracting Activity Identification of the agency, contracting activity, and specific identification of the document as a “Justification for an Exception to Fair Opportunity.”
The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Department Operations Division III (DOAD III), in support of the Office of Health Security (OHS), proposes to make an award based on a Justification for an Exception to Fair Opportunity (JEFO) in accordance with RFO FAR 16.507-6(d)(2).
2. Nature and/or description of the action being approved. Describe the action being approved and include the name and address of the proposed contractor(s).
DHS/OPO/DOAD III intends to sole source pursuant to RFO FAR 16.507-6(b)(1) “the agency need for the supplies or services is so urgent that providing a fair opportunity would result in unacceptable delays” for the procurement of ongoing non-personal , professional services to ensure uninterrupted programmatic support for The Office of Health Security (OHS), Immediate Office (IO), and Mission Support Operations.
The vendor is as follows:
Chimera Enterprises International, Inc. (Chimera) 2893 Yost CT Edgewood, MD 21040
The contract type is Firm Fixed Price (FFP).
The type of funding is FY2026 Operations and Support (O&S).
3. Description of Supplies/Services. Describe the supplies or services to be acquired.
Provide the estimated total value (including options, if any).
The requirement is for the continued procurement of non-personal, professional services in support of OHS, IO, and Mission Support Operations. The estimated value of the order, 1 “[1] FAR Class Deviation 26-04, Revision 1 for FAR Part 16 was issued as part of the Revolutionary FAR Overhaul (RFO), which was implemented in response to Executive Order 14275, Restoring Common Sense to Federal Procurement, signed April 15, 2025. Any subsequent citations to FAR Part 16 in this document will be cited as “RFO FAR” for brevity and are referring specifically to FAR Class Deviation 26-04, Revision 1 for FAR Part 16.”
During the interim, there is sufficient rationale for an exception to fair opportunity to sole source an OASIS+ task order to Chimera because of their demonstrated ability to meet all requirements, its prior experience with IO/MSO, and its readiness to mobilize resources quickly to avoid any lapse in critical support. Chimera has established teaming relationships and a track record of compliance with IO/MSO’s mission requirements is essential for a seamless transition and limited, or no disruptions.
If these services are not maintained, essential tasks will be disrupted. This would weaken OHS’s ability to strengthen the Nation’s health security detection and prevent threats, putting public safety at risk. Awarding a 12-month interim task order will provide the time needed to complete a new Administrative and Personnel Security and Facility Support Contract/Order.
5. A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable.
The Contracting Officer determines that the anticipated price(s) will be fair and reasonable based on commercial pricing norms, prior federal acquisition history, and market research findings. Based on the market research and acquisition history, pricing for these services is stable, predictable, and reasonably verifiable given prior GSA Federal Supply Schedule and OASIS+ orders, OASIS+ pricing tools, GSA CALC estimates. Additionally, the Government’s Independent Cost Estimate (IGCE) reflects a standard inflation/escalation rate over previous contract periods for labor costs. It will further be utilized in the determination of fair and reasonable pricing for these requirements.
6. Any other facts supporting the justification. Additional facts may be stated in this section. If there are no additional facts, you must state that here.
The market research for the OHS requirement was conducted between June 2025. DHS/OPO issued a Request for Information (RFI) in June 2025. During this period, seventy-one commercial vendors responded to the RFI indicating significant interest and robust competition in the marketplace. Both large and small businesses across a range of socio-economic indicators were identified as capable or not capable of meeting the requirements. In reviewing (71) vendor responses, (60) vendors were found capable of meeting both requirements outlined in the draft Statement of Work under Administrative Support and Personnel and Facility Security Support. These vendors demonstrated strong technical expertise, relevant experience, and compliance with all criteria. However, 11 vendors were not capable of meeting requirement of the Personnel and Facility Security Support. These vendors did not show the ability to meet one or more critical requirements. While their valued above the Simplified Acquisition Threshold submissions addressed some aspects of the tasks, they lacked sufficient technical capacity, relevant experience, or compliance with specific criteria.
Since completing market research, there have been no significant changes in market conditions. The OASIS+ marketplace still offers a large pool of commercial vendors who can respond to Requests for Quotations (RFQs), ensuring strong competition and best value for the Government. Because GSA OASIS+ accepts new industry partners through its ongoing open solicitation, the market remains stable, and the risk of supply disruptions is reduced.
This bridge contract is not an effort to limit competition; rather, it is merely a limited duration contract (task order) to maintain mission critical services until the follow-on contract/order can be competed under OASIS+ and the ongoing DHS component re-organizations have been finalized, requirements re-evaluated, and associated spending plans modified accordingly.
7. A statement of action, if any, the agency may take to remove or overcome any barriers that led to restricted consideration (i.e., limited sources) before any subsequent acquisition for the supplies or services is made. Include a statement of actions taken or that will be taken to increase competition for future acquisitions of the same item/service (e.g., the government intends to revise overly restrictive technical specifications, acquire data rights, or pursue some other means to increase future competition).
The DHS/OHS conducted extensive market research for these requirements, including the publication of a RFI on SAM.gov in June of 2025 and continuing through today. DHS OHS plans to address organizational uncertainties and restart acquisition planning so that future requirements can be met through a competitive process.
8. DHS intends to post this requirement on System for Award Management (SAM.gov) pursuant to RFO FAR 16.507-6(f).
9. Technical/Requirements Personnel Certification. I certify this requirement meets the Government’s minimum need and that the supporting data, which forms a basis for this justification, is complete and accurate.
Technical Representative Date
10. Contracting Officer’s Certification. I certify that the data supporting the recommended use of other than full and open competition is accurate and complete to the best of my knowledge and belief.
