About this file
This is a structural plans and general notes document prepared by Mott MacDonald for Escambia County, Florida regarding the rehabilitation of a pipe culvert at Jefferson Avenue over an Unnamed Branch in the Town of Century. The project, identified as CDBG-DR HS019, involves repairs to flooding and erosion damage at the existing corrugated metal pipe (CMP) culvert structure. The scope of work includes debris removal (3 tons), channel excavation (10.5 cubic yards), placement of filter fabric (144 square feet), rubble riprap (29.4 tons), sand-cement riprap (1.6 cubic yards), flowable fill (23.4 cubic yards), concrete pavement cleaning and sealing (195 linear feet), guardrail coating and end treatments (102 linear feet of guardrail with 4 end treatment units), pipe interior coating with bituminous material (102 linear feet), performance turf sod installation (200 square yards), floating turbidity barrier (40 linear feet), and maintenance of traffic and erosion control measures. The plans are dated August 2026 as a 100% submittal, with the project manager identified as Mike Segars and the engineer of record as Bart F. Hendricks, P.E. (Reg. No. 51391).
The document establishes that all work shall conform to FDOT Standard Specifications for Road and Bridge Construction (FY 2026-27) with specified exceptions, FDOT Design Manual (January 2026), AASHTO LRFD Bridge Design Specifications, and the FDOT Structures Manual (January 2026), along with Escambia County General Paving and Drainage Technical Specifications. The contractor is responsible for maintaining traffic control in accordance with MUTCD standards and Escambia County guidelines, with no full lane closures permitted but partial closures allowed for equipment delivery. Work is anticipated during dry, low-water conditions, with dewatering and water diversion capabilities required. The contractor must provide all labor, materials, and equipment for riprap installation, flowable fill placement, erosion control, vegetation clearing, and restoration. Substitute products meeting FDOT Approved Products List requirements are acceptable if they meet all specification demands. The project site is open to inspection by Escambia County Engineering Department and EOR personnel, with contractor responsibility for protecting existing structures, utilities, and adjacent property from damage.

NOTES:
1. Pipe culverts and slope protection are drawn from approximate field measurements. No existing plans are available.
2. See Sheet B1-02 for Sections A-A and B-B.
3. Perform cleaning and clearing operations to remove the loose debris that has filled in eroded and scoured areas to ensure proper riprap and flowable fill placement. Cut vegetation as needed but do not remove roots which are providing slope stabilization.
4. Place filter fabric and riprap on the west side in front of the voids between and beside pipe culverts.
5. Place sand cement riprap in all locations shown and pin to the ground with a #4 bar driven through the center of each riprap bag with 2'-0" minimum embedment into the soil below the riprap. For most cases use a 2'-6" long bar for a single layer of sand cement riprap and 3'-0" long bar for a double layer.
6. Install a flowable fill form on top of the riprap on the west side as shown in Section B-B.
Brace with timber as required to withstand the flowable fill pressure.
7. Place flowable fill in a manner which will fill all voids without creating air pockets. Fill voids below the existing concrete slope protection.
8. Place flowable fill over the riprap on the west side to fill voids between the rocks. The flowable fill does not need to be placed above the top of the riprap surface.
9. Use temporary sheet piles or a bladder system along with de-watering to divert the water to one pipe while working on the other pipe and channel areas as needed.
10.Clean the pipes according to the coating manufacturer's written instructions prior to applying the coating. Coat all interior surfaces of the pipes using 3 coats of a bituminous pipe coating material.
11.Use a rust resitant zinc rich galvanizing paint on existing W-Beam guardrail panels to prevent further rust and corrosion.
12.Remove flared end units from existing guardrial in order to splice W-Beam panels with new guardrail.

NOTES:
1. Work this sheet with Sheet B1-01.
2. Filter fabric shall be Type D-2 in accordance with Specifiations Section 985.
Splice length shall be in accordance with Specifications Section 514.
3. Place flowable fill to completely fill voids without creating air pockets. Use a timber form or sand-cement riprap to create a grout dam to hold the flowable fill in place.
4. Sand-cement riprap shown in Section A-A is typical for placing flowable fill in other locations under the existing concrete slope protection. Timber forms may be substituted for the sand-cement riprap in these locations with no change in price.
The sand-cement riprap shown in Section B-B cannot be changed.
5. Pin all sand-cement bags with a #4 bar driven through the middle of the bags to a depth of 2'-0" minimum embedment in the soil below the bags.
6. Grout all riprap to place flowable fill in gaps between rocks.
