PERFORMANCE WORK STATEMENT

FOR

Joint Base San Antonio Fire & Emergency Services Structural Burn Building & Live Fire Aircraft Trainer Repairs

(LPG)

1. GENERAL INFORMATION

The Contractor shall remove Liquid Propane Gas (LPG) system from Live Fire structural and convert to Class A trainer at Joint Base San Antonio, Operating Location Randolph. The repairs consist of removing existing propane system and enclosing trainer with appropriate material to ensure capability of providing Class A fire training in that room. Furthermore, the Contractor shall perform repairs to Live Fire Aircraft Trainer at Building 1161 Joint Base San Antonio, Operating Location Randolph. The repairs consist of providing New Engines and High Wing on existing aircraft fire trainer (C-5). All repairs should be completed in accordance with all applicable laws, regulations, standards, instructions and commercial practices as described in the Performance Work Statement (PWS) with the focus on safety and quality. Upon completion of work, all trash and materials shall be removed by the contractor.

2. SCOPE OF WORK

The Contractor shall provide all the labor, materials, and supplies needed to provide a complete upgrade and modernization to the fire department training area. At a minimum, those upgrades hall include:

2.1 Structural Burn Building – Remove LPG System

2.1.1 Disassemble and terminate all LPG, Electric, Pneumatic and Controls from the existing failed LPG Burn Trainer System.

2.1.2. Repair all burn room associated areas.

2.2 Aircraft Fire Trainer – Provide New Engines and High Wing

2.2.1. Perform semi-annual inspection of Aircraft Fire Training Facility

2.2.2. Dewater/Recirculate as required to perform proposed work.

2.2.3. Disconnect all associated utilities to perform proposed work.

2.2.4. Remove and replace existing inboard engine, outboard engine, and high wing.

2.2.5. Provide and install new ignition cooling system as required.

2.2.6. Modify/repair existing ignition system.

2.2.7. Modify/repair existing engine cooling system.

2.2.8. Modify/repair existing LPG distribution and reset burner to achieve training fires IAW the USAF Technical Order.

2.2.9. Modify/repair the existing pneumatic system.

2.2.10. Perform a complete functional and performance test of all modifications performed.

2.2.11. Contractor will be responsible to coordinate any off base permits required to rent, purchase, or transport for the job site and provide proof as such to enter base. (includes off base heavy equipment, such as, crane, bulldozers, back-hoes, etc). Equipment must enter base through commercial traffic gates and subject to inspection by Security Forces.

2.2.12. If a crane is required as part of the job site, the contractor shall coordinate with the 902 CES/CEF Assistant Chief of Training to obtain clearance to operate crane within the airfield area from Air Base Flightline Operations to ensure low flying aircraft are aware of the jobsite and operational periods.

Contractor as part of the project should plan and project cost of materials and access needs to utilities that will be coordinated in advance of the start of the project.

2.2.13. Contractor will be responsible to inform government of needs associated with utilities prior to working. This includes marking of utility’s prior to digging (Obtaining a government CE dig permit). Any special utility connections required to existing systems, or extension of utilities prior to work being conducted. Provide all utilities (LPG, Water, Electric, Air). The 902 CES/CEF Assistant Chief of training shall assist in obtaining coordination needed by the gov’t or utilities permissions.

· JBSA Existing Utility Contract:

· Electrical is CPS

· Water is American Water

3. OPERATION CHECK: Upon completion of the installation and programming, the contractor shall perform a final acceptance test of all equipment in the presence of 902 CES Assistance Chief of Training.

4. WRITTEN REPORT: Written report of the operation checks, upgrades and repairs shall be provided to the Government upon completion within 14 days to 902 CES Assistance Chief of Training matthew.morris.40@us.af.mil (210-441-0264). All service records will be kept and maintained in a spreadsheet format database in order to provide a long-term recording and tracking system, which will indicate trends, variations and schedule of future maintenance.

5. HOURS OF OPERATION. The contractor shall perform all work during the hours of 7:00 A. M. to 3:00 P. M.,CST , Monday through Friday. The contractor is not required to perform work during federal holidays. If any work needs to be done after hours the contractor needs to notify contracting official in charge. Changes to the schedule shall be immediately identified to the JBSA Fire Emergency Services Randolph Assistant Chief (Matthew Morris).

6. HOLIDAYS OBSERVED. Recognized US Federal Holidays are as follows: New Year’s Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving and Christmas. If the holidays falls on a Saturday, it is observed on Friday. If the Holiday falls on Sunday, it is observed on Monday.

7. FIRE SAFETY. The contractor shall obtain a burning permit from the Base Fire Department Fire Prevention Office at 210-652-8110 prior to welding, burning or cutting operations each day anticipated for performing that type of work. All welding and burning operations necessary for the completion of this contract shall be accomplished in strict compliance with base fire safety standards. A copy of these standards is available from Civil Engineering upon request.

8. SAFETY. The contractor shall comply with all industry, commercial and Air Force safety regulations and procedures during contract performance. Any mishaps involving damage to government property or injury to government personnel shall be immediately reported to the base safety office POC Mr. Salazar 210-671-4034. Contractors, whether regularly involved in routine site operations or engaged in temporary projects must follow all federal and state safety standards. Liquid propane used in the facility is potentially explosive. Personnel shall practice proper grounding procedures in accordance with the National Electrical Code (NEC). Personnel working with or near high voltage equipment should be familiar with modern methods of resuscitation. Personnel shall wear appropriate protective clothing and be aware of emergency procedures to perform emergency shutdown and start-up. In the event of an emergency, Fire Department should be contacted at 210-652-6915 or 9-1-1.

9. SECURITY REQUIREMENTS. The contractor shall have clear criminal background. The contractor shall comply with all applicable DOD security regulations and procedures during the performance of this contract. Contractor shall not disclose and must safeguard procurement sensitive information, computer systems and data, privacy act data, and government personnel work products that are obtained or generated in the performance of this contract. Contractor shall be required to provide clearances for personnel requiring access to government computers and workstations.

10. BASE ACCESS. The Government shall conduct a background check before a pass is issued to enter Joint Base San Antonio. A pass is mandatory before any work may be performed on JBSA. All personnel employed by the contractor in the performance of this contract, or any representative of this contractor entering the Government installation, shall submit and abide by Contract Security Classification specifications which is issued by Contract Administrator and Pass/ID Section - Standard Form 74 / DOD, Unescorted Access Request.

11. HAZARDOUS MATERIAL IDENTIFICATION.

Material Safety Data Sheets (MSDS) are required as specified in the latest version of Federal Standard No. 313 (including revisions adopted during the term of the contract) for any other material designated by a government technical representative as potentially hazardous and requiring safety controls. MSDSs must be submitted by the Contractor upon contract award to Fire Department Representative, Asst Chief Matthew Morris. Failure to provide MSDSs or certificate when requested could result in the Contractor being considered non-responsive and result in termination of the contract.

12. HAZMART. The government (HAZMART personnel) shall inventory all chemicals that the Contractor brings on Joint Base San Antonio or any property under the control of Joint Base San Antonio. Any products that meet the criteria of “Hazardous Waste” must be bar coded and tracked until permanently removed from government property. The inventory shall be performed prior to commencement of work. Criteria for identifying hazardous waste, is contained in Subpart C of 40 CFR, Part 261. Once completed, the inventory is to be turned into Fire Department Representative.

13. SPILL RESPONSE. The Contractor shall be briefed on Joint Base San Antonio spill response procedures at the pre-performance conference. The Contractor is responsible to report and promptly cleanup all spills in a manner consistent with current environmental regulations, in the event that it is necessary to utilize government material, equipment or personnel to clean up a Contractor caused spill, the Contractor shall be required to reimburse the government for all associated costs.

14. HAZARDOUS MATERIAL HANDLING. The Contractor shall have approval from the base Bio-Environmental (BEE) and HAZMART sections prior to purchasing, handling, using, and storing any chemicals, solvents, lubricants, and other products that require MSDSs. The Contractor shall identify these materials and products on Air Force Form 3952 Chemical/Hazardous Material Authorization Request, Process Identification Form, and Shop Disposal Form. The Contractor shall provide one copy of the MSDSs for each item to BEE and HAZMART sections for review prior to any chemicals being brought onto Joint Base – San Antonio. The Contractor shall maintain one copy of the MSDSs for each hazardous material line item used within the work center.

The Contractor shall not use products that are or contain Toxic 17 chemicals, Extremely Hazardous Substances (EHS), Ozone Depleting Substances (ODS), and/or Persistent Bioaccumulative and Toxic (PBT) chemicals. Any HM containing one of these banned substances shall not be allowed on base.
