Government Objective:

The Joint Biological Agent Decontamination System (JBADS) program intends to procure five (5) JBADS end items that utilize a bio‐thermal decontamination process.

The overarching program objective is to have system design and functionality that keep life cycle costs as low as possible, to include the number of aircraft it would take to deploy the system worldwide.

An even greater objective is to field the system as soon as can be accomplished, with desired targets of 2019 for the final delivery of the first system (Initial Operational Capability (IOC)) and delivery of the last system as early as 2020, but no later than 2021 (Full Operational Capability (FOC)).

The Government’s intent is also to have the systems supported via contractor logistics support while in storage and during operational deployments worldwide.

In order to obtain the most successful and advantageous JBADS capability, the JBADS Program Office is requesting input from potential bidders on the Draft Performance Work Statement (PWS) and Draft Delivery Order Request (DOR) now in development and under review by the Government. The Government plans to release the final DOR in June 2017.

Your input on program schedule, contract incentives (FAR 16.4), as well as other PWS content is requested. The Government will consider all input prior to release of the final Delivery Order Request.

Specific Questions for Industry:

1) PWS. How can the draft PWS be improved? Are there ambiguities or uncertainties that the Government can address prior to releasing the final draft?

2) Risk‐‐Schedule/ Cost. Is the schedule doable? Would an appropriate incentive motivate industry to more rapidly meet program goals (e.g., Operational Assessment, IOC, FOC, etc.). What is the risk level in being able to complete Production Verification Testing‐2, IOC (2019) and FOC (2021) at the desired times?

3) Risk‐‐Performance/ Cost. Would an appropriate incentive motivate industry to reduce Operating and Support

(O&S) costs?

4) Risk‐‐Performance/ Cost. Will the Government's desire to reduce weight and volume extend the design period and negate the schedule incentive? Would an appropriate incentive motivate industry to accomplish both?

5) Are there long lead items that would need to be procured in advance? If so what is the longest length of time to obtain the long lead item, i.e. 5 months, etc.

6) PWS / DOR: Are there any areas of concern in the Logistics / Deployment/ Operation approaches?

7) How can the DOR be improved? Are there ambiguities or uncertainties that the Government can address prior to releasing the final draft?

8) The JBADS shall have at least a probability of 0.87 (threshold) with a 0.95 (objective) to complete a 240 hour mission without an Operational Mission Failure. An Operational Mission Failure is defined as any failure which prevents a system from completing its mission. Are there cost considerations associated with the selection of Commercial‐Of‐The‐Shelf (COTS) components in order to meet these requirements? Also, is there a significant cost difference between meeting the threshold versus meeting the objective?
