PERFORMANCE WORK STATEMENT

FOR THE REMOVAL OF
WASTEWATER & GREASE
AT
JOINT BASE MCGUIRE-DIX-LAKEHURST
1.0. DESCRIPTION OF SERVICES. The contractor shall provide all management, labor, equipment, tools, supplies, and material necessary for the emptying, cleaning, inspection, transporting, and offloading of wastewater from soft shell water storage tanks (bladders), septic tanks, permanent latrine holding pits, contractor provided holding tanks, and grease traps at Joint Base McGuire-Dix-Lakehurst (JB MDL). The contractor shall empty wastewater from different storage locations and safely transport the contents to the Joint Base Wastewater Treatment Plant (WWTP) or a contractor chosen offsite location for disposal. Grease trap contents shall be disposed of offsite in accordance with industry standards and applicable New Jersey (NJ) and federal laws for waste handling, transport and disposal. In addition the contractor shall perform the cleaning of various permanent latrine buildings when required.
1.1. BASIC SERVICES. The scope of work includes emptying the wastewater tanks and pits, cleaning of various holding tanks, inspection of tanks, cleaning of permanent latrine buildings, transportation of the wastewater and safe off loading into the Wastewater Treatment Plant (WWTP), building 4352 located on Sunrise Rd. off of Texas Ave, JB MDL. The holding tanks vary in both size and location. A listing of the locations and their capacities can be found in Appendix A of this document. The list in Appendix A is not exhaustive as mission requirements change from time to time and buildings may be added or deleted. Tank, bladder and pit locations include, but are not limited to: approximately 87 wastewater holding locations and 33 grease traps. For the purposes of this contract, holding tanks are defined as any septic tank, permanent latrine, grease trap, contractor provided holding tank or softshell bladder used for the storage of wastewater or grease.
1.1.1. REMOVAL OF HOLDING TANK CONTENTS. The contractor shall remove wastewater and grease contents with the proper pumping / tank / and transportation equipment in accordance with industry standards. The contractor shall be careful not to spill any contents onto the ground. Any spills shall be immediately cleaned up by the contractor and the incident reported in accordance with paragraph 5.1.of this PWS.
1.1.2. CLEANING OF HOLDING TANKS. The contractor shall clean all holding tanks, except the soft shell grey water storage tanks, as required in accordance with industry standards after the emptying of each holding tank. In some instances the contractor may be required to use high water pressure equipment.
1.1.3. INSPECTIONS OF HOLDING TANKS. The contractor shall visually inspect all holding tanks and all components (piping, fittings, valves, etc.) for cracks, leaks, deterioration, and serviceability. The contractor shall notify the Contracting Officer Representative (COR) immediately of any deficiencies found during the inspection process. In addition, the contractor shall follow up with a written report of the deficiencies within two days of identifying the deficiency.
1.1.4. TRANSPORTATION OF EFFLUENT. The contractor shall transport wastewater to the WWTP, building 4352. Grease trap waste must be disposed of at a NJ approved “off base” location. A list of offsite locations used shall be provided to the COR no later than 5 days after award. The contractor shall provide all required transportation manifests to the COR within five days of delivery. The contractor shall be a NJ certified licensed waste hauler. The contractor shall also maintain their licensing and certification for the entire period of performance of the contract, with copies of any renewals provided to the COR within five business days of receipt.
1.1.5. OFFLOADING OF WASTEWATER. The contractor shall provide the proper tank truck / equipment required for the servicing and transporting of wastewater in accordance with (IAW) industry standards. The contractor shall be responsible for cleaning up all spills and / or leaks at no additional cost to the government. In the event of a reportable spill, the contractor is responsible for any violations issued by any regulator including payment of fees, fines, penalties or damages assessed. See paragraphs 5.0, 5.1, 5.2 of this PWS for complete requirements. All disposals will be documented in accordance with all local, State, and federal laws. The contractor has the option to use the WWTP, or an off-post disposal site at no additional expense to the government. After offloading at the WWTP, the contractor is responsible to rinse down the dump basin and remove any debris. In the event that the WWTP is inoperable, the contractor shall be notified whenever possible in advance by the COR. If waste has been collected when the WWTP is not operational, then the contractor will be required to dispose of waste collected at an appropriate off base disposal site at no additional expense to the government.
1.1.6 CLEANING PERMANENT LATRINE BUILDINGS. The contractor shall perform cleanings for the permanent latrine buildings listed in Appendix A of this document within 24 hours of notification by the COR. All surfaces of sinks, toilets, urinals, lavatories, plumbing fixtures, dispensers, doors, walls, partitions, stalls, stall doors, entry doors (including handle, kick plates, ventilation grates, metal guards), and other such surfaces shall be cleaned. The buildings sinks, fixtures, mirrors, walls, and floors shall be free from soil, and other removable matter. A cleaning shall include any sweeping, spraying, power washing, scrubbing, and other work required to effectively provide a facility free of debris and removable matter.
1.2. HOLDING TANKS DESCRIPTIONS / REQUIREMENTS.
1.2.1. SOFT SHELL STORAGE TANKS (BLADDERS). The contractor shall remove and dispose of wastewater from soft shell water storage tanks (bladders) that are placed in various locations throughout the Joint Base. These locations include Lakehurst’s Expeditionary Center Eagle Flag training sites. The specific site locations, timeframes, and gallons will vary. The COR shall coordinate the wastewater effort with the contractor.
1.2.2. SEPTIC TANKS. The contractor shall empty, clean, and inspect various septic tanks identified in Appendix A on a scheduled basis as directed by the COR. Access to the septic tanks can be made through the existing access manhole of each septic tank.
1.2.3. PERMANENT LATRINES WITH HOLDING PITS AND SEPTIC TANKS. The contractor shall empty, clean, and inspect various permanent latrines (includes holding pits and septic tanks) as directed by the COR. Sewage shall be pumped from the latrine buildings’ holding pits and septic tanks into a transportable tank. Any sewage or other materials not removable by pumping shall be removed manually from the holding pit and septic tank. Access to each latrine’s holding pit can be made through an existing manhole located adjacent to the building.
1.2.4. CONTRACTOR PROVIDED HOLDING TANKS. The contractor shall provide, empty and service wastewater tanks on an as needed basis. The contractor shall provide 1,000 gallon and 10,000 gallon tanks (as a weekly rental) when requested by the COR. The contractor shall place all tanks within 24 hours of notification by the COR. The contractor shall empty a tank on an as-needed basis when directed by the COR. The contractor shall invoice separately for the rental and gallons pumped (i.e. the contractor drops a tank and pumps 1,000 gallons every other day, the contractor would invoice for the total number of gallons pumped and one tank rental for each week it is being used).
1.2.5. GREASE TRAPS (IDENTIFIED IN APPENDIX A). The contractor shall completely remove all liquids and solids from various grease traps. Skimming off the top layer of grease is not acceptable. The grease traps will be cleaned thoroughly to remove grease and scum from the inner walls and baffles. Grease shall not be flushed into the sanitary system. Any grease, sludge, solid debris or other materials not removable by pumping shall be removed manually from the grease traps. The contractor shall perform grease trap pumping only when directed by the COR.
An estimated workload schedule has been provided in Appendix A. Upon notification by the COR, the contractor shall unclog grease traps in accordance with industry standards. The contractor shall take all necessary precautions to prevent any spillage and / or leakage of waste material at all times. The grease shall be disposed of at a N.J. State approved off base disposal site at one of the sites provided to the COR as directed in paragraph 1.1.4. The contractor shall maintain grease disposal manifests and provide an electronic or written copy to the COR monthly.
1.3. SERVICE CALLS. In the event that a holding tank overflows or become unusable, the contractor shall respond to a service call within four hours, 24-hours per day, seven days a week, as to prevent a Notice of Violation (NOV). The contractor shall provide a point of contact and telephone number to the Contracting Officer (CO) and COR at time of award. The contractor shall remove the wastewater or grease, clean and inspect the holding tank, and transport / offload the wastewater or grease in accordance with paragraph 1.1 inclusive. A service call shall be a set dollar value and will be charged in addition to the number of gallons pumped (i.e. the contractor comes in for a service call and pumps 3,000 gallons, the contractor would invoice for the 3,000 gallons and one service call). The contractor will at times be required to unclog or cleanout drain lines between the facilities and the grease trap location and at times may be required to use a high pressure jet machine to remove any obstructions.
1.4. REPORTS / DOCUMENTATION. The contractor shall prepare and submit legible written reports and documentation for emptying, cleaning, inspection, transporting and disposal of each holding tank and grease trap. The contractor shall provide the COR with a copy of the pumping ticket for each location and is also required to sign-in and provide all required information on the “Septic Sign In” log located at the JB MDL Wastewater Treatment Plant when offloading their vehicle. In addition, the reports shall include the disposal locations for each type of wastewater as well as the Joint Base source for environmental reporting requirements (i.e., 200 gallons of grease; Dix; delivered to Burlington County Recycling Center). Pumping/ Trip tickets shall be provided if applicable. When offloading at an approved off base location the contractor shall be required to provide a copy of the Bill of Landing. The reports and / or documentation shall be forwarded to the COR within two business days of the completion of service.

All reports and documentation are current and provided within the allowable timeframe 98% of the time.
3.0. GOVERNMENT FURNISHED PROPERTY AND SERVICES. Water for the cleaning process can be acquired at Times Square, building 9509 / 9510 on the Dix ranges. Other water sources may be available if specifically coordinated by the COR. The contractor shall use backflow water preventer where necessary in accordance with industry standards.
3.1. POLICE PROTECTION. Base Security Forces shall provide initial law enforcement response and services to the contractor. The Base Security Operations Desk can be reached at phone numbers (609) 562-6001/2/3 (McGuire / Dix) or (732) 323-4000 (Lakehurst).
3.2. FIRE PROTECTION AND EMERGENCIES. Base Fire Department shall provide initial response and fire protection and emergencies to the contractor. The Base Fire Alarm Control
Center can be reached at phone number 911 from a base telephone. If dialing 911 from a cell phone, the location must be fully identified to ensure that the proper responder is notified.
4.0. GENERAL INFORMATION.
4.1. HOURS OF OPERATION. The normal hours of operation for the contractor to perform the services required under this contract are 7:00 AM to 4:00 PM, Monday through Friday. The contractor is not required to provide normal service except for emergencies on the following days: New Year’s Day, Martin Luther King’s Birthday, President’s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day. The COR must approve in advance any exceptions to the work hours and designated workdays, excluding the holidays listed above. The contractor shall submit their request to the COR no later than two working days in advance of the requested change(s).
4.1.1. AFTER NORMAL HOURS OF OPERATION. At times, the contractor will be required to support JB MDLs mission and other functions during non-normal operations hours such as evenings or weekends. The contractor will be given a minimum 24 hour notice if possible.
4.2. CONTRACTOR PERSONNEL. The contractor and its employees shall comply with all base regulations at all times and shall conduct themselves in a professional manner. Uniforms, badges and good behavioral conduct is mandatory. The contractor shall provide a complete and current employee roster to the COR within 10 working days of the contract award. Contractor’s employee roster shall identify the primary and alternate site manager or foreman and the Quality Control inspector and in each case list their telephone or beeper numbers. As required, the contractor shall provide updated copies of their employee roster to the COR.
4.3. CONTRACTOR EMPLOYEE UNIFORMS AND IDENTIFICATION. All contractor employees shall wear a distinctive company logo on their outer garment at all times. In addition, contractor’s employees shall wear a company-issued identification badge with the company’s name, employee’s name and employee’s photo prominently displayed on their outer clothing.
4.4. TOBACCO POLICY. The contractor shall ensure that all contractor employees do not use tobacco products within 50 ft. of any base facility, around fuel tanks and generators, and within any clearly marked “No Smoking” areas or within 50 ft. of any flight line aircraft parking areas.
4.5. SAFETY AND ACCIDENT REPORTING. The contractor shall be responsible for providing services under this contract IAW all base, local, state and federal occupational safety requirements. The contractor shall ensure that all services are conducted safely at all times. The contractor shall ensure all contractor employees are issued, and properly use, all required safety personal protective equipment. The contractor shall use mechanically sound and safe vehicles and equipment in the performance of services under this contract. Contractors shall take necessary corrective actions if contractor’s employees are conducting operations in an unsafe manner. In the event of an accident, the contractor shall contact the base emergency 911 services (see paragraph 3.2) and COR immediately. Additionally, the contractor and contractor’s personnel will be knowledgeable of and comply with all other base incident-reporting procedures. This information can be obtained from the bases safety department.
4.6. INCLEMENT WEATHER SCHEDULE. The contractor is not required to provide operational service during periods of inclement weather except when an overflow leading to an NOV is imminent.
4.7. ENVIRONMENTAL COMPLIANCE. Contractor is required to comply with all applicable base, local, state and federal environmental laws and regulations, including JB MDL instructions in effect at the time of performance. Contractor shall be responsible for obtaining and complying with any required operating permits. Contractor shall be responsible and liable for penalties, fines or environmental damage claims that may be assessed by the local, state or federal governments as a result of the contractor’s performance, or failure to perform, during the course of this contract. The government will inspect for environmental compliance at its discretion, and will notify the CO/COR of any discrepancies found. In addition, contractor may be subject to contractual sanctions for environmental non-compliance including, but not limited to, termination, suspension, debarment and adverse past performance assessment. Any damages incurred by the contractor’s operation or negligence shall be restored to their original condition by the contractor at no additional cost to the government.
4.8. CONTRACTOR MANPOWER REPORTING. The contractor shall report all contractor labor hours (including sub-contractor labor hours) required for performance of services provided under this contract for “U.S. Air Force” via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address https://www.sam.gov. Reporting inputs will be for the labor executed during the period of performance during each government fiscal year (FY), which runs October 1 through September
30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year.
4.9. PERFORMANCE OF SERVICES DURING CRISIS DECLARED BY THE
NATIONAL COMMAND AUTHORITY OR THE LOCAL INSTALLATION
COMMANDER. This service does meets the criteria for continuation of performance during a crisis in accordance with Department of Defense Instruction (DODI) 1100. The government has identified that the following services required under this PWS are essential contractor services in support of mission essential functions: provide for the safe and continuous operations of removing, cleaning, inspecting, transporting and offloading of wastewater from soft shell water storage tanks (bladders), septic tanks and permanent latrine holding pits; provide and service wastewater holding tanks as requested; service grease traps; respond to service calls.
4.10. EXECUTIVE ORDER (EO) 13423 (Strengthening Federal Environmental, Energy, and Transportation Management). The contractor shall assist in compliance with this EO through the:
(a) Use of products with post-consumer recycled content
(b) Use of products that are recyclable
(c) Use of low toxicity or non-toxic products
(d) Use and installation of low-maintenance products
5.0. DISPOSAL OF WASTE. Contractor is responsible for the proper handling and disposal of solid waste. Contractor shall also be responsible for any enforcement action that may be taken by the State of New Jersey, other state or the federal government related to handling, transportation and the proper disposal of solid waste materials. If notifications, certifications, documentation, manifests, permits or any other written materials are required by law to be obtained, prepared and/or submitted, the contractor shall prepare them and within 2 business days from notification, provide a copy to the COR. Any action, which violates permit requirements for compliance, must be reported to 87 CES/CEIE at 754-6166 immediately.
5.1. NOTIFICATION OF ENVIRONMENTAL SPILLS. In the event contractor spills or releases any unpermitted substance, hazardous substance or hazardous waste into the environment, the contractor shall immediately report the incident to the Fire Department IAW paragraph 3.2, the COR, and the CO. Contractor shall be liable for the costs of clean up and remediation of any spills or the release of such substance into the environment. The government shall provide the contractor with the following utilities: electricity, and water. The government will only provide reasonable amounts in accordance with the PWS.
5.2. MATERIALS. All materials used in the performance of services on the installation shall be in compliance with industry standards, local, federal and State laws, and will be used according to manufactures' recommendations. Materials will be used for intended purposes and will be stored and utilized in accordance with industry standards. Contractor will submit Safety Data Sheets on all materials to be used 15 days prior use for approval by the COR.
