About this file
This is an Antiterrorism Awareness pamphlet for contractors working at Joint Base McGuire-Dix-Lakehurst (JB MDL) in New Jersey. The document is issued by the 87th Antiterrorism Office and serves as educational material rather than a solicitation or contract document.
The pamphlet instructs contractors on recognizing and reporting potential terrorist threats and suspicious activity. Key awareness topics include identifying three vulnerability categories: Victim by Association (wrong companions in wrong location), Victim by Location (wrong place at wrong time), and Victim by Opportunity (random circumstance at soft targets). Contractors are directed to remain alert to surveillance indicators such as unfamiliar people or vehicles, expired vehicle tags, illegally parked vehicles in fixed locations, and repeated vehicle passes. The document defines terrorism according to the Department of Defense and explains eight specific indicators requiring reporting: surveillance, elicitation, security tests, acquiring supplies, suspicious persons out of place, dry runs, deploying assets, and terrorism financing. The pamphlet details Force Protection Condition (FPCON) levels—ranging from Normal through Alpha, Bravo, Charlie, to Delta—each with escalating security measures and threat indicators. Contractors must report suspicious activity to the 87th Security Forces Squadron at (609) 754-6001, with emergency dial instructions provided. The document emphasizes contractor responsibility as "Force Multipliers" in maintaining security vigilance and supporting the base community's safety.
