About this file
This document outlines the salient characteristics and specifications for a biometrics collection kit procurement for the Air Force Office of Special Investigations (AFOSI). The vendor must provide a lightweight, modular, Android-based biometrics collection system capable of capturing multimodal biometrics including fingerprints, facial recognition, and iris scans. The system must integrate with the Ares Gateway Transaction Manager (AGTM) software and utilize the ARES Mobile Biometric Application (AMBA). The vendor is responsible for maintaining full-service warranty aligned with AFOSI's current standards, providing training to OSI Detachment personnel (virtual capacity minimum), and offering integration services including a Service Desk portal with 24/7 access for issue logging, RMAs, and status updates.
Each kit must contain specific hardware components including a Pelican case with custom foam, Samsung Galaxy S23 (128 GB or better), Javelin+ sensor module with iris capture and fingerprint sensor capabilities, OPRTR.S23 phone case, Samsung Fast Charger, vehicle mount with inductive charging, international travel charger, and cleaning cloth. Software requirements include AMBA with initial device licensing, featuring Android-based operation, biometric transaction collection and validation, on-board matching capabilities for fingerprints, face, and iris, Samsung Knox mobile device management, FBI-approved functionality for mobile identification and booking, EBTS-compliant transaction creation, and offline capability with automatic transmission upon reconnection. FABIS Facial Identification software must also be included. Operations and Maintenance services encompass software updates, patches, and general Ares software support.

SALIENT CHARACTERISTICS
- The vendor will provide a biometrics collection kit that is lightweight, modular, Android-based device capable of collecting multimodal biometrics (fingerprint, face, iris) via a two-finger fingerprint sensor, single iris camera, and smartphone camera for face capture.
- The system must connect to the Ares Gateway Transaction Manager (AGTM) software.
Ares Gateway allows for the integrating, discovering, analyzing, and dissemination of biometric identity information which is critical to AFOSI for criminal and counterintelligence missions.
- The vendor will provide a biometrics collection system that utilizes the ARES Mobile
Biometric Application (AMBA).
- The vendor will maintain a full-service warranty on the biometrics kits in-line with those currently in use by AFOSI.
- The vendor must be able to provide training (in at least a virtual capacity) on the field-level utilization of the biometrics system and associated software to the local OSI Detachment personnel
- The vendor must encompass integration for ready solutions, LSI services, and includes a Service Desk portal and license for ARES Mobile. This allows for logging issue tickets, RMAs, and provides 24/7 access to view status updates.
Hardware in each kit should include at minimum:
