1. The Defense Logistics Agency-(DLA) Land and Maritime, is the contracting activity.

2. The action being approved is the acquisition of supplies on other than a full and open competition basis.

3. The supplies required to meet the using activity’s needs are described as follows: Antenna Support Group used on various weapon systems, including but not limited to Aircraft, F/A -18, A-D, E/F, G (Growler) and Aircraft, Prowler EA-6B. This solicitation is a DLA Stock procurement for the following National Stock Number (NSN):

The Federal Supply Code (FSC) for this NSN is 5985 (Antenna, Waveguides and Related Equipment), which represents the commodity class of these items.

The proposed action is for the solicitation and award of a five (5) year, firm fixed price (FFP) Indefinite Quantity Contract (IQC). The five-year period consists of a three (3) year base period and two (2) separately priced, one- year option periods.

4. The statutory authority permitting other than full and open competition is:

The following AMSC descriptions are-available in Defense Federal Acquisition Regulation Supplement (DFARS) Procedures, Guidance and Information (PGI) 217.7506 Part 2.

Acquisition Method Suffix Code (AMSC) C. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source(s) require acquisition of the part from the approved source(s). The approved source(s) retain data rights, manufacturing knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application. If one source is approved, AMCs 3, 4, or 5 are valid. If at least two sources are approved or if data is adequate for an alternate source to qualify in accordance with the design control activity's procedures, AMCs 1 or 2 are valid.

6. A Strategic Acquisition Program Directorate (SAPD) product specialist, , did a technical review on November 18, 2020. The listed approved sources are the only sources that have the capability to manufacture this item and possess the technical data required to manufacture this item. Furthermore, the drawings are proprietary to the sources. The Engineering Source Activity (ESA) restricted this item to these approved sources. There are currently no requests for

7. Efforts were taken to ensure that offers are solicited from as many sources as practicable. As part of these efforts, a sources-sought notice was posted on https://beta.SAM.gov with an opening date of November 19, 2020 and a close date of November 27, 2020. No inquiries were received from the notice. This acquisition will be synopsized for 15 days prior to the solicitation opening on https://beta.SAM.gov. At the completion of the synopsis period, the Purchase Requisition (PR) will be solicited on the internet for 30 days, via the DLA Internet Bid Board System (DIBBS).

8. I hereby determine that the anticipated cost to the Government will be fair and reasonable. Past procurement history will be reviewed and a Past Performance Information (PPI) analysis will be performed. Based upon contract history and information provided in the market survey, it is anticipated that the award will be determined fair and reasonable. This will be a five (5) year FFP IQC. The five-year period is inclusive of a three (3) year base period, and two (2) separately priced, one (1) year option periods.

9. Market Research/Efforts to Obtain Competition:

Market Survey [10 U.S.C. §2304(f)(3)(D)]:

Market research for this item is limited due to the specific requirements involved for the part. The product specialist indicated that Vantage Associates (CAGE 0GZ25), Reinhold Industries (CAGE 2D301), Raytheon Co. (CAGE 3B150) and Raytheon Co. (CAGE 54X10) are the only sources that possesses the technical data required to manufacture this item.

Material Master does not show this NSN as commercial, as this item is manufactured for military use only. This item was not found in an internet search using the part numbers.

A market survey was conducted in April of 2019. Due to its age the buyer conducted new market surveys in November of 2020:

Results of market survey: One(1) market survey was returned.

It stated that the item is not commercial

Raytheon Co. (CAGE 2D301 and 3B150) responded that they are no longer in production of this item and would not supply a market survey but would review the solicitation when it came out.

10. Additional facts supporting other than full and open competition are:

Based upon the technical certification on file in DLA Land and Maritime – Value Engineering Program (VEP) technical data is not available and cannot be developed to permit full and open competition. The data presently available reflects the minimum needs of the Government. There are no open VEP projects.

11. A listing of sources, if any, indicating an interest in the acquisition is: Vantage Associates Inc. (CAGE 0GZ25) and Raytheon Co. (CAGE 2D301 and 3B150).

12. This item is subject to the following methods of locating additional sources: The solicitation contains the Defense Logistics Acquisition Directive (DLAD) Procurement Notes L04 “Offers for Part Numbered Items” and M06 “Evaluation of offers for Part Numbered items.”

13. Past history was reviewed in Records Management. The previous procurement was under the simplified acquisition threshold (SAT) and, therefore, no J&A was required.
