About this file
This is a Justification for Other Than Full and Open Competition (JOFOC) document for solicitation SPE7L126R0103 issued by the Defense Logistics Agency (DLA) Weapons Support (Columbus).
The procurement seeks 285 units of thermal batteries (NSN 6135-016191582) for F-15 Eagle aircraft as a one-time fixed quantity buy. The acquisition is restricted to a single source, Chemring Energetic Devices Inc. (CAGE 93455), based on statutory authority under 10 U.S.C. 3204(a)(1) and FAR 6.303-1. The justification cites AMSC D, indicating that competitive acquisition data is not physically available and cannot be obtained economically, and that adequate specifications cannot be drafted for a competitive solicitation. The contracting officer determined the anticipated cost will be fair and reasonable through price analysis comparing proposed prices to historical pricing. The previous procurement from this source occurred on 05/15/2026 for 175 units at $8,668.73 each. Market research efforts included a Sources Sought Notice posted to SAM.gov on 6/1/2026 (yielding no results) and a market survey sent 5/29/2026 to two vendors: Integrated Procurement Technologies (4K0V2) and Chemring Energetic Devices Inc. (93455), both of which responded. The solicitation will be synopsized for 15 days on SAM.GOV and posted to the DLA Internet Bid Board System for a minimum of 30 days. The document includes language encouraging alternative sources to pursue Source Approval Request Packages for future consideration. The justification was certified by Contracting Officer John P. McCarthy on 6/23/2026 and requires approval by the Contracting Officer for estimated values up to $10,000,000.
