About this file
This is a Justification for Other Than Full and Open Competition document prepared by the Defense Logistics Agency (DLA) Weapons Support (Columbus) for solicitation SPE7L126R0083.
The procurement seeks to acquire 32 units of a Coupling, Shaft, Flex (NSN 3010-01-4322688) for the Recovery Vehicle M88A1 Medium on a one-time buy basis using a firm-fixed-price contract under FAR Part 15. The single approved source is Regal Beloit America, Inc. (CAGE 6TTZ6), justified under 10 U.S.C. 3204(a)(1) because the Government requires form, fit, and functionally interchangeable spare parts approved by the design control activity, and this is the second or subsequent acquisition from the manufacturer. Market research efforts included a Sources Sought Notice posted to SAM.gov for five business days (yielding no results), a market survey sent on 04/03/2026 that identified three potential vendors interested in sourcing from the approved source on file, and a general internet search with no alternative manufacturing sources identified. The item is classified as non-commercial with no readily available published catalog pricing. The last procurement occurred on 07/01/2025 from WKF (Friedman) Enterprises at $14,850 per unit for a quantity of 4 units. The solicitation will be synopsized on SAM.gov for 15 days and posted to the DLA Internet Bid Board System for a minimum of 30 days. Fair and reasonable pricing will be established through price analysis comparing proposed prices to historical prices paid and potentially through cost analysis of submitted data. The justification was approved by the Contracting Officer on 04/13/2026 for a contract value not exceeding $10,000,000.
