About this file

This is a Sole Source (Including Brand Name) Justification document for Simplified Procedures for Certain Commercial Items submitted by the Department of the Air Force, Air Education and Training Command, 502d Contracting Squadron at Lackland AFB, Texas on behalf of the 737th Training Group.

The acquisition seeks to procure 700 M4 Trainer Weapons for Basic Military Training at Lackland AFB in support of the 737th Training Group's training mission. The estimated contract cost is $840,000 with a funding level exceeding $750K and not exceeding $15M. The sole source is Laser Shot (SB) Cage: 3BFG4, with Pelican Sales Inc. (WOSB/EDWOSB) also expressing interest in writing. The justification cites authority under DAFFARS 5313.501 (10 U.S.C. 3572) for Simplified Acquisition Procedures and references RFO Part 6.103-1 (10 U.S.C. § 3204(a)(1)). The procurement is classified as an Individual Justification for commercial items and is not a bridge action under the AF Bridge Action Reduction Plan.

The government determined that Laser Shot is the only source capable of meeting specific salient characteristics, including ATF-exempt trainer weapons that cannot chamber rounds, fire, or be converted to live fire weapons, must include permanent physical obstruction preventing ammunition insertion, must disassemble into 10 major components, and must replicate the M4 duty weapon's look and feel while remaining non-convertible and safe for unrestricted trainee use. Market research through SAM.gov and GSA.gov identified only two potential vendors, with Pelican Sales unresponsive and Laser Shot previously awarded a Firm Fixed Price contract (valued at $712,950) for the same M4 Trainer Weapons after Olympic Arms Inc. was sold to Laser Shot. The contracting officer determined pricing reasonableness through price analysis, with coordination dated March 10, 2026, and approval by Amanda Mateo, GS-13, DAF Contracting Officer on March 11, 2026.

The information mentioned in section V demonstrates that only one source is capable of providing a trainer weapon that fits all the required criteria listed in the salient characteristics.

The 737 TRG and 502 CONS will continue to review all future requirements and determine if competition can be obtained.

The government will monitor market conditions and evaluate products as they come on the market to determine if products of other manufacturers can meet the government's requirements.
