JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION – FAR 6.302-1

This document is a federal procurement justification for limiting competition on solicitation SPE7LX-25-R-0046 issued by the Defense Logistics Agency (DLA) Land and Maritime. The procurement seeks to acquire storage batteries (two items with National Stock Numbers 6140-01-475-9355 and 6140-01-502-4973) on an indefinite-delivery, indefinite-quantity (IDIQ) basis. The contract will run for five years total, consisting of a three-year base period with two one-year option periods. The estimated annual demand quantities are 5,041 and 790 units respectively. The acquisition is limited to commercial batteries designed for heavy-duty military applications, specifically for use with multiple Weapon System Designation Codes including the Stryker KC-135, Minuteman III LGM-30, Galaxy C-5, and Towed Artillery M777A2.

The justification restricts competition to eleven approved manufacturers/suppliers across both NSNs, citing the Government's requirement for spare parts that are form, fit, and functionally interchangeable with currently fielded systems. The Government relied on 10 U.S.C. 3204(a)(1) authority under FAR 6.302-1. Market research conducted between March 6-20, 2025, identified only Clarios (0UJ55) as a responsive original equipment manufacturer among three vendors contacted. A Sources Sought Notice posted March 6-14, 2025, yielded no vendor responses. The solicitation will be synopsized for at least five days before release and posted to the DLA Internet Bid Board for a minimum of 30 days. The justification was signed by Contracting Officer Brookins Norma V. on September 16, 2025, and approved by Competition Advocate Jamie Wiebusch on September 17, 2025, requiring approval by the Competition Advocate due to contract value exceeding $750,000.
