About this file

This Justification and Approval (J&A) document supports a sole-source procurement by the General Services Administration (GSA) for Sonobuoy Storage Racks for the United States Naval Air Systems Command (NAVAIR). The contract is with Arnprior Aerospace Portland, Inc. for 34 total storage racks (17 right-side and 17 left-side) specifically designed for the P-8A Poseidon maritime patrol aircraft, with a total estimated task order value of $2,666,769.00.

The sole-source justification is based on Arnprior being the exclusive designer, developer, and manufacturer of these storage racks, which are critical to P-8A aircraft production. Market research, including a seven-day Notice of Intent posted on SAM.gov in October 2024, confirmed no alternative sources. The procurement will be conducted under simplified acquisition procedures, using an Open Market Purchase Order, with staggered delivery per the production schedule. The contract aims to maintain mission-critical rates for the Department of the Navy's P-8A Poseidon fleet, with the government determining the pricing to be fair and reasonable through multiple price analysis techniques.
